Why Dubai RTA File Openings Get Rejected
The most common rejection is an Emirates ID mismatch. Your ID must show Dubai as the issuing emirate. Sharjah or Ajman residents working in Dubai cannot use Dubai RTA for conversion. Name mismatches between license and passport cause delays. We verify your Emirates ID emirate before processing your translation.

The Emirates ID Rule That Catches People Off Guard
Dubai RTA will only process your license conversion if your Emirates ID is Dubai-issued. This is the single most common rejection reason we see. Residents who live in Sharjah, Ajman, or Umm Al Quwain but work in Dubai cannot convert at Dubai RTA.
Check the issuing emirate on your Emirates ID before visiting RTA. If it shows any emirate other than Dubai, you must convert through that emirate’s traffic authority instead. We verify this when you send us your documents.

Countries Requiring the Driving Test in Dubai
If your country is not on the approved list, you need driving lessons and the RTA test. Common nationalities requiring testing include:

- Egypt, Jordan, Lebanon, Syria
- Nigeria, Kenya, Ethiopia
- China (Mainland)
- Most South American countries

Dubai RTA Centers by Area
Dubai has three main RTA service centers that process license conversions. Each center has nearby typing centers and opticians for a streamlined experience.
Deira RTA Center (Al Ittihad Road) — The largest RTA service center in Dubai. Located on Al Ittihad Road near Deira City Centre. This center handles the highest volume of license conversions and has the most typing centers nearby. Convenient for residents of Deira, Bur Dubai, and Creek-area neighbourhoods.
Al Barsha RTA Center — Located near Mall of the Emirates in Al Barsha. This center serves residents of Dubai Marina, JLT, Barsha, and the surrounding areas. Typing centers and opticians are located within walking distance. Generally less crowded than Deira.
Umm Ramool RTA Center — Situated near Dubai International Airport. This center is convenient for residents of Ras Al Khor, Mirdif, and communities near the airport. It offers the same license conversion services as the other centers but with shorter wait times during off-peak hours.
RTA Smart App Process
Dubai RTA offers some license services through the RTA Smart App. You can check your application status, pay fees, and schedule appointments through the app. However, the initial file opening for license conversion still requires an in-person visit to an RTA center.
After your file is opened, the app allows you to:
- Track your application progress
- Pay outstanding fees
- Book driving test appointments (for non-approved countries)
- Receive notifications when your license is ready

Common Rejection Reasons at Dubai RTA
- Emirates ID from wrong emirate: Your ID must show Dubai as the issuing emirate. Sharjah, Ajman, or any other emirate means you cannot use Dubai RTA.
- Expired eye test certificate: The eye test must be current at the time of submission. Get the eye test on the same day or the day before your RTA visit.
- Name mismatch: Your name on the translated license must match your passport exactly. Spelling variations between documents cause processing delays.
- Missing license categories: If your license includes motorcycle or heavy vehicle categories, these must appear in the translation. Our translators include every category visible on the original.

Your RTA Visit (Non-Approved Countries): 2-4 Weeks — File opening with your translated license takes one day. After that, you register at a driving school, complete lessons, and pass the RTA test. Budget 2-4 weeks from file opening to test date.
License Categories That Can Be Converted
Your translation includes every category on your original license:
- Category 1/A (Motorcycle): Convertible from approved countries. Engine size restrictions carry over.
- Category 2/B (Light Vehicle): The most common conversion. Automatic-only restriction carries over if present.
- Category 3/C (Heavy Vehicle): Additional employer documentation may be required.
- Category 4/D (Bus): Requires employment proof with a passenger transport company.
- Automatic vs Manual: Manual license holders get unrestricted UAE licenses. Automatic-only holders receive the automatic restriction.
Expired Licenses at Dubai RTA
You can translate an expired license, but RTA has time limits on acceptance:
- Expired less than 6 months: Usually accepted without question
- Expired 6 months to 2 years: May be accepted with proof of renewal in progress
- Expired more than 2 years: Typically requires fresh license from home country
If your license is close to expiry, consider converting before it lapses. This avoids additional paperwork.
International Driving Permit vs MOJ Translation
An International Driving Permit (IDP) is not a substitute for MOJ-certified translation at Dubai RTA. The RTA requires translation of your actual national license, not the IDP. However, an IDP is useful while waiting for your UAE license to be processed.
