Why Dubai RTA File Openings Get Rejected

The most common rejection is an Emirates ID mismatch. Your ID must show Dubai as the issuing emirate. Sharjah or Ajman residents working in Dubai cannot use Dubai RTA for conversion. Dubai RTA Centers by Area

Dubai has three main RTA service centers that process license conversions. Each center has nearby typing centers and opticians for a streamlined experience.

Deira RTA Center (Al Ittihad Road) — The largest RTA service center in Dubai. Located on Al Ittihad Road near Deira City Centre. This center handles the highest volume of license conversions and has the most typing centers nearby. Convenient for residents of Deira, Bur Dubai, and Creek-area neighbourhoods.

Al Barsha RTA Center — Located near Mall of the Emirates in Al Barsha. This center serves residents of Dubai Marina, JLT, Barsha, and the surrounding areas. Typing centers and opticians are located within walking distance. Generally less crowded than Deira.

Umm Ramool RTA Center — Situated near Dubai International Airport. This center is convenient for residents of Ras Al Khor, Mirdif, and communities near the airport. It offers the same license conversion services as the other centers but with shorter wait times during off-peak hours.

RTA Smart App Process

Dubai RTA offers some license services through the RTA Smart App. You can check your application status, pay fees, and schedule appointments through the app. However, the initial file opening for license conversion still requires an in-person visit to an RTA center.

Common Rejection Reasons at Dubai RTA

  • Emirates ID from wrong emirate: Your ID must show Dubai as the issuing emirate. Sharjah, Ajman, or any other emirate means you cannot use Dubai RTA.
  • Expired eye test certificate: The eye test must be current at the time of submission. Get the eye test on the same day or the day before your RTA visit.
  • Name mismatch: Your name on the translated license must match your passport exactly. Spelling variations between documents cause processing delays.

GCC countries (direct conversion)
Saudi Arabia, Kuwait, Bahrain, Oman, and Qatar license holders can convert directly at Dubai RTA. GCC licenses may not require translation in some cases, but having an MOJ translation ensures smooth processing if the RTA staff request it.
European countries (direct conversion)
The following European countries qualify for direct license conversion in Dubai: United Kingdom, Germany, France, Italy, Spain, Netherlands, Belgium, Austria, Switzerland, Sweden, Norway, Denmark, Finland, Ireland, Portugal, Greece, Poland, and Turkey. Typing center fees for license conversion applications are approximately AED 250. This covers the RTA application form, data entry, and issuance processing. The typing center staff enter your translated license details into the RTA system. Some typing centers charge additional fees for extra services such as SMS notifications or file tracking. The base fee is sufficient for the license conversion application.
Documents to bring to the typing center
Bring these documents to the typing center: MOJ-certified license translation (physical stamped copy), original foreign driving license, passport with valid UAE residence visa, Emirates ID (must be Dubai-issued), eye test certificate from approved optician, and two passport-size photographs. The typing center cannot process your application if any document is missing. Verify you have everything before travelling.

The eye test is something you handle independently when you visit RTA. Dubai RTA accepts the standard paper eye test certificate. This is different from Abu Dhabi, which requires a video eye test. Visit any RTA-approved optician in Dubai, complete the test in about 15 minutes, and receive your paper certificate. Cost ranges from AED 150 to AED 200 depending on the optician. Most opticians near RTA centers offer this service without an appointment.

Several optician chains are approved for RTA eye tests across Dubai. Locations near the Deira and Al Barsha RTA centers are most convenient. Al Jaber Optical, Yateem Optician, and other major chains offer the RTA eye test at most branches. Confirm that the specific branch offers RTA eye testing before visiting. Not every branch of every chain provides this service.
If you wear glasses or contact lenses
Wear your glasses or contact lenses during the eye test. The certificate will note any corrective lens requirement. This restriction appears on your UAE driving license as well. If you have recently changed your prescription, bring your current glasses. Failing the eye test means you need to return with updated corrective lenses before the RTA can process your license.

License categories for Dubai RTA

Category A — Motorcycle
Motorcycle licenses (Category 1/A) can be converted from approved countries. Your translation will include the motorcycle category and any engine size restrictions noted on your original license. Dubai RTA issues motorcycle endorsements separately from car licenses.
Category B — Light vehicle (car)
This is the most commonly converted category. Standard car licenses (Category 2/B) convert directly from approved countries. Automatic-only restrictions on your original license will carry over to your UAE license. Manual license holders receive an unrestricted UAE car license.
Category C — Heavy vehicle

The standard requirement is 40 lessons for new drivers, but experienced license holders from non-approved countries may qualify for 20 lessons.
