Dubai International Financial Centre operates entirely in English. But the boundary between DIFC and “onshore” Dubai creates a translation gap that catches businesses off guard. This guide maps when you need Arabic and when English is sufficient.

DIFC: An English-Language Island

DIFC is a financial free zone in Dubai with its own legal system based on English common law. Unlike the rest of Dubai (which operates under UAE civil law in Arabic), DIFC conducts all business in English.

This means:

  • DIFC Authority: Company registration, licensing, and regulatory submissions in English
  • DIFC Wills Service: Will registration and administration in English
  • Contracts: Agreements between DIFC entities governed by DIFC law in English

When Arabic Translation IS Required

The moment your documents cross from DIFC into “onshore” Dubai, Arabic becomes mandatory.

  • Enforcing DIFC Judgments in Dubai Courts: A DIFC Court judgment is enforceable in Dubai Courts, but the enforcement filing must include Arabic MOJ translation of the judgment, supporting evidence, and any referenced contracts.   • Employee Visas (GDRFA): DIFC companies process employee visas through GDRFA — a federal entity. Academic certificates, birth certificates, and police clearances all need Arabic MOJ translation for visa processing.
  • Property Outside DIFC: DIFC entities or employees buying property in “onshore” Dubai submit documents to DLD (Dubai Land Department). Title deeds and lease agreements need Arabic translation.
  • Contracts with Onshore Entities: Contracts between a DIFC company and an onshore Dubai company may be governed by DIFC law or UAE law. If a dispute goes to Dubai Courts (rather than DIFC Courts), Arabic translation of the entire contract is required.
  • MOFA Attestation: Documents going through MOFA attestation for international use need Arabic translation, regardless of DIFC origin.

When English Is Sufficient

  • DIFC Court filings: All proceedings in English — no Arabic needed
  • Company registration: DIFC Authority accepts English for all incorporation documents

Planning Ahead: The Cross-Boundary Problem

The most expensive translation mistake DIFC entities make is not planning for cross-boundary scenarios. Common situations:

  • Litigation that escalates: A DIFC matter that seemed contained within DIFC Courts may need Dubai Court enforcement. Having Arabic translations ready avoids emergency costs.
  • Employee disputes: Even for DIFC employees, labour disputes that go to MOHRE or Dubai Courts need Arabic documentation.
  • Real estate: DIFC employees buying property in Dubai need Arabic documents for DLD, even though their employment documents are all English.

DIFC Wills are registered in English through the DIFC Wills Service Centre. They don't need Arabic translation for registration. However, if a DIFC Will needs to interact with onshore Dubai Courts (inheritance disputes, for example), Arabic translation becomes necessary.
How is DIFC different from ADGM for translation?
