The Attestation Chain for Indian Degrees

Indian degree attestation follows a strict five-step sequence. Each step must be completed in order before the next will accept your document.

  1. University Verification — Your university registrar verifies the degree certificate is genuine. Most universities require an appointment. Processing takes 3-7 business days. The registrar stamps and signs the back of your certificate.
  2. HRD Attestation (State-Level) — The state HRD office attests the university’s verification. You must use the HRD in the state where your university is located. Maharashtra HRD for Mumbai University, Tamil Nadu HRD for Anna University, etc. Processing: 2-15 days depending on state.

Critical Order: You cannot skip steps or complete them out of order. MEA will reject documents without HRD attestation. UAE authorities will reject documents without MEA apostille. The chain is unbreakable.

HRD Attestation by Indian State

Each Indian state has its own HRD office with different procedures and processing times. You must use the HRD in the state where your university is located.

Translation Requirements in UAE

When MOJ Translation is Required

Common Rejection Reasons
