Indian Degree Attestation for UAE

With 4.75 million Indians in the UAE, Indian degrees make up the largest share of foreign credentials. India joined the Hague Convention in 2005, simplifying the attestation process. This guide covers every step from university verification to UAE submission.

India’s Hague Convention Status

India acceded to the Hague Convention on July 14, 2005. Since then, all Indian documents going to Hague member countries use the apostille system instead of embassy attestation.

The MEA (Ministry of External Affairs) in India issues the apostille. This single certificate replaces the old process of UAE Embassy attestation in India. The UAE accepts MEA apostille for Indian documents, simplifying the process significantly.

What This Means Practically: You no longer need to visit the UAE Embassy in India for degree attestation. After HRD attestation, you go directly to MEA for apostille. This saves 1-2 weeks compared to the pre-2005 process.

The Attestation Chain for Indian Degrees

Indian degree attestation follows a strict five-step sequence. Each step must be completed in order before the next will accept your document.

1. University Verification — Your university registrar verifies the degree certificate is genuine. Most universities require an appointment. Processing takes 3-7 business days. The registrar stamps and signs the back of your certificate.
2. HRD Attestation (State-Level) — The state HRD office attests the university’s verification. You must use the HRD in the state where your university is located. Maharashtra HRD for Mumbai University, Tamil Nadu HRD for Anna University, etc. Processing: 2-15 days depending on state.
3. MEA Apostille (Federal) — The Ministry of External Affairs issues the apostille certificate. This can be done at MEA offices in Delhi, Mumbai, Chandigarh, Kolkata, or Hyderabad. Cost: approximately INR 50. Processing: 1-3 business days. Online application available.

Critical Order: You cannot skip steps or complete them out of order. MEA will reject documents without HRD attestation. UAE authorities will reject documents without MEA apostille. The chain is unbreakable.

Which Indian Degrees Need Attestation

The attestation requirement depends on where you will submit your degree in UAE. Private employers have different requirements than government entities.

HRD Attestation by Indian State

Each Indian state has its own HRD office with different procedures and processing times. You must use the HRD in the state where your university is located.

• Maharashtra (Mumbai, Pune) — Office: Commissioner of State Excise, Mumbai. Processing: 7-10 business days. High volume of applications. Book appointment in advance.
• Delhi NCR — Office: Home Department, Delhi Secretariat. Processing: 3-5 business days. Relatively faster than other states.
• Karnataka (Bangalore) — Office: Commissioner for Public Instruction, Bangalore. Processing: 5-7 business days.
• Tamil Nadu (Chennai) — Office: Directorate of School Education, Chennai. Processing: 5-8 business days.
• Kerala — Office: Directorate of Higher Secondary Education, Thiruvananthapuram. Processing: 10-15 business days. Slower processing.
• Gujarat (Ahmedabad) — Office: Commissioner of Higher Education, Gandhinagar. Processing: 5-7 business days.
• Telangana and Andhra Pradesh (Hyderabad) — Office: Commissioner of Intermediate Education. Processing: 7-10 business days.
• Uttar Pradesh — Office: Directorate of Higher Education, Lucknow. Processing: 10-15 business days.

MEA Apostille Process

After HRD attestation, your degree goes to the Ministry of External Affairs for apostille. MEA has offices in five cities and accepts online applications. Once in the UAE, you may also need MOHESR equivalency depending on your employer and profession.

MEA Application Process

1. Submit Documents — Original degree with HRD attestation, photocopy of degree, photocopy of passport. Walk-in or online application via MEA e-Sanad portal.
2. Pay Fee — Apostille fee is approximately INR 50 per document. Payment via cash counter or online payment gateway.
3. Collect Apostilled Document — Processing takes 1-3 business days. You receive your original degree with the MEA apostille certificate attached. This certificate has a unique QR code for verification.

Online MEA Application (e-Sanad Portal)

MEA allows online apostille applications through the e-Sanad portal. You upload scanned documents and pay online. After approval, you mail the original documents to MEA. They apostille and return via courier. This option works if you are outside India.

MEA Apostille Validity: The MEA apostille has no expiration date. Once apostilled, your degree remains valid indefinitely for UAE submissions. However, some UAE entities may request recent attestation if the document is very old.

Translation Requirements in UAE

After completing the Indian attestation chain, you need Arabic translation in UAE. Translation happens AFTER attestation, not before.

When MOJ Translation is Required

Any document submitted to a UAE government entity needs MOJ-certified legal translation. This includes MOHRE, GDRFA, MOHESR, DHA, KHDA, and MOFA. The MOJ seal confirms the translation is from a licensed translator recognized by UAE courts.

Private employers may accept certified translation for internal HR records. However, the MOHRE work permit application requires MOJ translation. To avoid paying twice, get MOJ translation from the start.

Name Transliteration

Indian names often have multiple English transliterations. This causes problems if the Arabic spelling doesn’t match other translated documents.

Critical Name Matching Rule: Before translation, provide your passport copy to the translator. Insist they use the exact Arabic spelling from your UAE visa or Emirates ID. If this is your first UAE document, confirm the spelling matches your birth certificate translation if you have one.

Common Rejection Reasons

MOHRE and MOHESR reject thousands of Indian degrees each year. Most rejections stem from attestation errors or translation issues.

• HRD Stamp Missing or Wrong State — Applicant skipped HRD attestation or used the wrong state HRD office. You cannot add HRD attestation after MEA apostille. The document must be redone from step 1.
• University Not UGC-Recognized — The degree is from a university not on the UGC recognized list. MOHESR checks all Indian universities against the UGC database.
• MEA Apostille Doesn’t Match Degree Name — The degree says “Suresh Kumar” but the MEA apostille document list says “Suresh K.” MOHESR flags this as a mismatch.
• Translation Name Doesn’t Match Passport — The Arabic translation uses a different name spelling than the passport. This is the most common rejection reason. Provide passport copy to translator.
