The Short Version
Indian documents for UAE use follow this chain:
- State-level attestation (Notary + SDM/Home Department, if required)
- HRD attestation (educational docs, some states only)
- MEA Apostille — India is a Hague Convention member
- MOFA attestation in UAE
- MOJ Arabic translation — for government submission

India’s Hague Convention Status
India joined the Hague Apostille Convention in July 2005. This means Indian documents use the apostille system — a simplified authentication process.
UAE Is NOT a Hague Member: India has Hague status, but the UAE does not. This means: the MEA apostille authenticates your document’s origin, but you still need MOFA attestation in the UAE. The apostille replaces the old embassy attestation chain — it doesn’t eliminate all UAE requirements.
What the Apostille Replaces
- Old process: State attestation, MEA, UAE Embassy in India, MOFA
- New process: State attestation (if needed), HRD (if needed), MEA Apostille, MOFA

- Salary certificate — from UAE employer (usually no translation needed)
Golden Visa
- Academic credentials — full attestation chain + MOJ translation + MOHESR equivalency
- Property documents (if applicable) — MOJ translation

State-Specific HRD Requirements
HRD (Human Resource Development) attestation is a state-level requirement for educational documents before MEA apostille. Not all states require it.
HRD Required:
- Karnataka — through Department of Education
- Tamil Nadu — through Directorate of Collegiate Education
- Maharashtra — through Higher and Technical Education
- Andhra Pradesh / Telangana — through Education Department
- Kerala — through University attestation
Direct to MEA (No HRD):
- Delhi — university attestation then MEA

- Gujarat — university attestation then MEA
- Rajasthan — varies by document type

Common Mistakes (Indian Documents)
- Skipping HRD: Submitting to MEA without state-required HRD attestation. MEA will reject the application.
- Name mismatch: Indian certificates often use regional transliteration. “Subramaniam” vs “Subramanian” — must match passport exactly.
- Wrong police clearance: Using a state police clearance when the employer/GDRFA needs a Passport Seva PCC. Different formats serve different purposes.
- Old-format certificates: Some older Indian certificates lack security features. These may need re-issuance before apostille.
- Unregistered marriages: Temple or religious ceremonies without legal registration cannot be apostilled. Register the marriage first.
- Expired PCC: Indian police clearance certificates are valid for 3-6 months. Plan the timing carefully with your visa application.
