Not every degree needs MOHESR equivalency. Not every job requires more than a translation. This guide helps you identify exactly what your degree needs, translation only, equivalency, or both. So you do not overpay or under-prepare.

Translation vs. Equivalency: The Key Distinction

These are two different processes with different purposes. Many people confuse them, leading to unnecessary delays and expense.

MOJ Translation:* Converting your degree certificate into Arabic with an official judiciary seal. A licensed MOJ translator handles this (we do this). Takes 1 hour for standard documents. Needed every time a UAE government entity requires your degree. MOHRE work permits, GDRFA visa applications, and MOHESR equivalency submissions.

MOHESR Equivalency:* A government evaluation of whether your foreign degree matches a UAE degree standard. MOHESR (Ministry of Higher Education and Scientific Research) handles this. The Simple Rule: If your purpose is private-sector employment, you almost certainly need only MOJ translation, not equivalency. If your purpose involves government, teaching, healthcare, or Golden Visa, you likely need both.

When You Need Translation Only (No Equivalency)

Most employees in the UAE private sector fall into this category.

Private-Sector Employment (Mainland)

MOHRE work permit applications require MOJ-certified Arabic translation of your degree. Equivalency is not part of the standard work permit process.

Free Zone Employment

Free zones like DMCC, JAFZA, DAFZA, and Dubai Internet City have their own employment authorities. Most accept MOJ translation without equivalency. Some smaller free zones accept certified translation for internal records, but MOJ is safer.

DIFC and ADGM

Financial free zones follow their own regulatory frameworks. They typically accept degrees based on employer verification, not MOHESR evaluation. Translation may still be required for visa processing through GDRFA.

Bank Account Opening

Some UAE banks request degree translation as part of employment verification. MOJ translation satisfies this requirement. No equivalency needed.

Tenancy and Personal Use

Landlords, insurance companies, and other private entities sometimes request translated credentials. Certified translation is typically sufficient for private parties. MOJ is not required unless the document goes to a government entity.

When You Need Both Translation and Equivalency

Certain situations require MOHESR to formally evaluate your degree. In every case, you need MOJ translation first.

Government Sector Employment

Federal and local government entities require MOHESR equivalency. This applies to all government roles regardless of nationality or degree origin.

Teaching at MOE-Licensed Schools

The Ministry of Education requires equivalency for teachers at government and government-licensed private schools. International schools with independent curricula may not require equivalency.

Regulated Professional Licensing

• Healthcare (DHA, DOH, MOH): Medical, dental, nursing, and allied health professionals need equivalency plus DHA DataFlow verification.
• Engineering: The Society of Engineers and some projects require equivalency. MOIAT registration may also be necessary.
• Legal: Practicing law in UAE courts requires degree equivalency. DIFC and ADGM have separate frameworks.

Golden Visa (Skilled Worker Category)

The Golden Visa skilled employee pathway requires MOHESR equivalency as proof of qualification level. Translation alone does not satisfy this category.

UAE Higher Education Admission

Enrolling in a UAE university or postgraduate programme requires MOHESR to evaluate your previous qualification.

University Recognition and Processing Speed

MOHESR maintains a database of recognized institutions. How your university ranks affects processing time.

Well-Recognized Institutions:* Degrees from globally ranked or well-known accredited universities typically process faster. Faster processing does not mean exemption. You still need MOJ translation and attestation.

Less-Known or Newer Institutions:* May take longer to evaluate. MOHESR may request additional documentation.

Online and Distance Learning Degrees:* MOHESR evaluates distance education degrees on a case-by-case basis. Well-established providers like the UK Open University or IGNOU generally receive positive evaluation.

Degrees from Closed Institutions:* MOHESR may require additional proof including archived transcripts, government records, or verification letters from successor institutions.

For Translation Only (Private Employment)

1. Original degree certificate, attested (apostille or embassy chain depending on country)
2. MOFA attestation, completed in the UAE

Common Mistakes to Avoid

• Getting Equivalency When You Only Need Translation:* Equivalency costs AED 330+, takes 2-4 weeks, and requires extensive documentation. If your private-sector employer only needs a translated degree for MOHRE, equivalency is unnecessary. Read more about when you don’t need extra certification.

• Translating Before Attestation:* The MOJ seal should go on the attested version. Translating an unattested document means you pay twice.
