Not every degree needs MOHESR equivalency. Not every job requires more than a translation. This guide helps you identify exactly what your degree needs, translation only, equivalency, or both. So you do not overpay or under-prepare.

Translation vs. Equivalency: The Key Distinction

These are two different processes with different purposes. Many people confuse them, leading to unnecessary delays and expense.

MOJ Translation:* Converting your degree certificate into Arabic with an official judiciary seal. A licensed MOJ translator handles this (we do this). Takes 1 hour for standard documents. Needed every time a UAE government entity requires your degree. MOHRE work permits, GDRFA visa applications, and MOHESR equivalency submissions.

MOHESR Equivalency:* A government evaluation of whether your foreign degree matches a UAE degree standard. MOHESR (Ministry of Higher Education and Scientific Research) handles this. Takes 2-4 weeks after complete submission. Needed for government jobs, teaching, regulated professions, Golden Visa, and UAE higher education admission. See the full MOHESR equivalency guide.

The Simple Rule: If your purpose is private-sector employment, you almost certainly need only MOJ translation, not equivalency. If your purpose involves government, teaching, healthcare, or Golden Visa, you likely need both.

When You Need Translation Only (No Equivalency)

Most employees in the UAE private sector fall into this category.

Private-Sector Employment (Mainland)

MOHRE work permit applications require MOJ-certified Arabic translation of your degree. Equivalency is not part of the standard work permit process.

Free Zone Employment

Free zones like DMCC, JAFZA, DAFZA, and Dubai Internet City have their own employment authorities. Most accept MOJ translation without equivalency. Some smaller free zones accept certified translation for internal records, but MOJ is safer.

DIFC and ADGM

Financial free zones follow their own regulatory frameworks. They typically accept degrees based on employer verification, not MOHESR evaluation. Translation may still be required for visa processing through GDRFA.

Bank Account Opening

Some UAE banks request degree translation as part of employment verification. MOJ translation satisfies this requirement. No equivalency needed.

Tenancy and Personal Use

Landlords, insurance companies, and other private entities sometimes request translated credentials. Certified translation is typically sufficient for private parties. MOJ is not required unless the document goes to a government entity.

When You Need Both Translation and Equivalency

Certain situations require MOHESR to formally evaluate your degree. In every case, you need MOJ translation first.

Government Sector Employment

Federal and local government entities require MOHESR equivalency. This applies to all government roles regardless of nationality or degree origin.

Teaching at MOE-Licensed Schools

The Ministry of Education requires equivalency for teachers at government and government-licensed private schools. International schools with independent curricula may not require equivalency.

Regulated Professional Licensing

  • Healthcare (DHA, DOH, MOH): Medical, dental, nursing, and allied health professionals need equivalency plus DHA DataFlow verification.
  • Engineering: The Society of Engineers and some projects require equivalency. MOIAT registration may also be necessary.
  • Legal: Practicing law in UAE courts requires degree equivalency. DIFC and ADGM have separate frameworks.

Golden Visa (Skilled Worker Category)

The Golden Visa skilled employee pathway requires MOHESR equivalency as proof of qualification level. Translation alone does not satisfy this category.

UAE Higher Education Admission

Enrolling in a UAE university or postgraduate programme requires MOHESR to evaluate your previous qualification.

University Recognition and Processing Speed

MOHESR maintains a database of recognized institutions. How your university ranks affects processing time.

Well-Recognized Institutions:* Degrees from globally ranked or well-known accredited universities typically process faster. Faster processing does not mean exemption. You still need MOJ translation and attestation.

Less-Known or Newer Institutions:* May take longer to evaluate. MOHESR may request additional documentation.

Online and Distance Learning Degrees:* MOHESR evaluates distance education degrees on a case-by-case basis. Well-established providers like the UK Open University or IGNOU generally receive positive evaluation.

Degrees from Closed Institutions:* MOHESR may require additional proof including archived transcripts, government records, or verification letters from successor institutions.

What You Need for Each Scenario

For Translation Only (Private Employment)

  1. Original degree certificate, attested (apostille or embassy chain depending on country)
  2. MOFA attestation, completed in the UAE
  3. MOJ Arabic translation. We handle this in 1 hour

Transcripts may also need translation if your employer or profession requires them.

For Translation + Equivalency

  1. Original degree certificate, attested through the full chain
  2. Original academic transcripts, attested through the same chain
  3. MOFA attestation of both documents
  4. MOJ Arabic translation of both documents
  5. Emirates ID copy
  6. Passport copy
  7. Passport-size photograph
  8. MOHESR application fee (approximately AED 330)

For Healthcare Licensing

  1. All items from the equivalency list above
  2. DHA DataFlow primary source verification
  3. Good standing certificate from your medical council
  4. Professional experience letters, attested and translated
  5. Licensing exam results (if applicable)

Common Mistakes to Avoid

  • Getting Equivalency When You Only Need Translation:* Equivalency costs AED 330+, takes 2-4 weeks, and requires extensive documentation. If your private-sector employer only needs a translated degree for MOHRE, equivalency is unnecessary. Read more about when you don’t need extra certification.
  • Submitting a Provisional Certificate:* MOHESR does not accept provisional or temporary degree certificates.
  • Translating Before Attestation:* The MOJ seal should go on the attested version. Translating an unattested document means you pay twice.
  • Translating Only the Degree (Not Transcripts)*: MOHESR equivalency requires both the degree and transcripts.
  • Assuming Online Degrees Are Not Accepted:* Online and distance degrees from accredited institutions are evaluated by MOHESR.
  • Using Certified Translation Instead of MOJ:* MOHESR requires the MOJ judiciary seal. See our MOJ vs. certified translation comparison.

Quick Decision Guide

  • Private-sector employment? → MOJ translation only. Attest your degree, get MOFA stamp, then translate.
  • Government employment? → MOJ translation + MOHESR equivalency. Start attestation and translation first.
  • Golden Visa (skilled worker)? → MOJ translation + MOHESR equivalency. The Golden Visa skilled pathway requires formal degree evaluation.
  • Healthcare licensing? → MOJ translation + MOHESR equivalency + DHA DataFlow.
  • Teaching at a government/MOE school? → MOJ translation + MOHESR equivalency.
  • Free zone employment (DIFC, ADGM, DMCC)? → MOJ translation is usually sufficient.

Professional Licensing: Sector-Specific Requirements

Healthcare:* Abu Dhabi (DOH), Dubai (DHA), and federal (MOH) each have their own licensing processes. All require MOHESR equivalency and DataFlow primary source verification.

Engineering:* The UAE Society of Engineers requires degree equivalency for registration. Washington Accord membership helps but does not guarantee automatic recognition.

Education:* Teachers at MOE-licensed schools need equivalency. KHDA-regulated schools in Dubai may have different requirements.

Legal:* Practicing law in UAE courts requires degree equivalency and additional licensing through the Ministry of Justice.

Accounting and Audit:* Registered auditors need degree equivalency. Professional certifications (ACCA, CPA, CMA) are evaluated separately.

Abu Dhabi vs Dubai. Where to Submit

MOHESR is a federal ministry headquartered in Abu Dhabi. The online portal accepts applications from anywhere in the UAE. Processing times are the same regardless of which emirate you live in.

For government jobs in Abu Dhabi (ADEK schools, DOH healthcare, Abu Dhabi government departments), your equivalency application goes directly to the local office. The Abu Dhabi ecosystem for degree verification is more streamlined.

Whether you’re in Abu Dhabi or Dubai, you need MOJ-certified Arabic translation before submitting to MOHESR. We serve both cities with the same 60-minute turnaround.

FAQ

الأسئلة الشائعة

أسئلة شائعة حول خدمات الترجمة لدينا.

Do all foreign degrees need MOJ translation for UAE employment?

Yes, if the degree is in a foreign language and being submitted to a UAE government entity (MOHRE, GDRFA, MOHESR). Private employers may accept certified translation for their internal records, but government submissions always require the MOJ judiciary seal.

What is the difference between degree translation and MOHESR equivalency?

Translation converts your degree into Arabic. Equivalency evaluates whether your qualification matches a UAE degree standard. Translation is a document service (we handle this). Equivalency is a government evaluation (MOHESR handles this). Most private-sector jobs need only translation, not equivalency.

Which professions require MOHESR equivalency in addition to translation?

Government sector jobs, teaching at MOE-licensed schools, engineering roles requiring Society of Engineers registration, healthcare licensing (DHA, DOH, MOH), Golden Visa skilled worker category, and enrollment in UAE higher education. Private-sector roles in free zones typically do not require equivalency.

Are degrees from certain universities automatically recognized?

MOHESR maintains a list of recognized universities and programmes. Degrees from globally ranked institutions generally process faster. However, no degree is automatically exempt from translation. Even a degree from a top-50 university needs MOJ Arabic translation for government submission.

Can I get my degree translated before attestation is complete?

We can translate the document, but it will not be accepted by MOHESR or MOHRE without proper attestation. We recommend completing attestation first. The MOJ seal goes on the attested version. Translating an unattested degree means paying for translation twice.

Do transcripts need separate translation from the degree certificate?

Yes. The degree certificate and transcripts are separate documents requiring separate translations. Some processes need only the degree translation. Others (MOHESR equivalency, DHA DataFlow, engineering registration) require both. Confirm requirements before translating transcripts to avoid unnecessary cost.

What about professional certifications (CPA, PMP, ACCA)?

Professional certifications are separate from academic degrees. They may need translation if an employer or licensing body requests it. However, professional certifications do not go through the MOHESR equivalency process. They follow their own recognition framework.

How long does MOHESR equivalency take after I submit translated documents?

Standard processing takes 2-4 weeks after submitting a complete application. Complex cases take longer. Translation itself takes 1 hour through our service. The total timeline depends mostly on attestation (1-3 weeks in your home country) and MOHESR processing.

Is a provisional degree certificate accepted?

MOHESR does not accept provisional or temporary degree certificates for equivalency. MOHRE may accept a provisional certificate for initial work permit processing, but the final certificate must be submitted within a specified period. Always clarify this with your employer.

My degree is bilingual (English and another language). Do I still need translation?

If one of the languages is Arabic, you may not need translation for the Arabic portion. If the degree is in English and another non-Arabic language, you still need MOJ Arabic translation. The requirement is an Arabic version for government records, regardless of how many languages appear on the original.

Does MOHRE require Arabic or English translation of my degree?

MOHRE always accepts Arabic translations. English translations are accepted most of the time. The real gate is MOFA attestation — without the MOFA stamp, your document will be rejected regardless of language. If MOHRE's system specifies a language in the upload instructions, follow that. When in doubt, Arabic is the safe choice because it is the official language of UAE government systems.
