English degrees still require MOJ Arabic translation. MOHRE requires Arabic translation for all foreign-language documents including English-language degrees from UK, US, Australian, and Canadian universities. The original English degree is submitted alongside the MOJ-certified Arabic translation — not as a replacement for it.
Types of Translation Required by MOHRE
MOHRE requires MOJ-certified Arabic translation for: degree certificates (bachelor’s, master’s, diplomas), academic transcripts, police clearance certificates, and driving licences. The translator must hold a valid Ministry of Justice license. Certified stamps and signatures on each page are mandatory — MOHRE rejects translations without them.
What MOHRE Expects from You
The Ministry of Human Resources and Emiratisation (MOHRE) regulates employment in the UAE. When your employer applies for a work permit, they submit your documents to MOHRE on your behalf.
MOHRE does not accept photocopies or unofficial translations. Every foreign-language document must have MOJ-certified Arabic translation. Most documents also need attestation from your home country.
Your employer usually tells you what they need. But many employees receive a vague checklist with no guidance on attestation or translation. This guide fills that gap.
Your Role vs. Your Employer’s Role: You prepare and attest your personal documents (degree, PCC, birth certificate). Your employer prepares the offer letter, labour contract, and company documents. Translation of your documents is your responsibility unless your employer offers to cover it.
Required Documents for MOHRE Work Permits
The exact list depends on your profession, nationality, and visa category. Below are the documents most employees need to prepare.
Documents Almost Always Required
- Degree certificate*: Attested and MOJ-translated. This is the single most important document. MOHRE uses it to verify your qualification level. Some professions also require MOHESR equivalency.
- Passport copy:* Clear copy of the bio-data page. No translation needed if in English or Arabic.
- Passport-size photographs:* White background, recent. Follow UAE specifications.
Documents Required for Some Professions
- Academic transcripts*: Required for regulated professions (engineering, healthcare, teaching). Must be attested and translated.
- Police clearance certificate (PCC)*: Required for most professional and skilled categories. Must be from your country of residence for the last 5 years.
- Professional license or registration:* Engineers (from home country’s engineering council), doctors (medical council), teachers (teaching license). Attested and translated.
- Experience letters:* From previous employers. Some regulated professions require verified work experience. Attested originals preferred.

Attestation Requirements by Nationality
Before translation, your documents must be authenticated through the proper attestation chain. The process depends on whether your country is a member of the Hague Apostille Convention.
Hague Convention Countries (Apostille Route)
If your country is a Hague member, you use the apostille system. This is simpler and faster than the full attestation chain.
- India:* MEA apostille (member since 2005). Some states require HRD attestation before MEA. Processing takes 5-10 business days.
- United Kingdom:* FCDO apostille. Apply online or by post. Processing takes 2-5 business days for standard service.
- United States:* State-level or federal apostille depending on the document. Processing varies by state (1-8 weeks).
- Canada:* GAC apostille (member since January 2024). Apply through Global Affairs Canada. Relatively new process.
- Philippines:* DFA apostille. Apply through the Department of Foreign Affairs. Processing takes 3-7 business days.
- Bangladesh:* Apostille available (member since March 2025). Apply through the Ministry of Foreign Affairs in Dhaka.
Apostille route: Home country attestation (if needed) → Apostille → MOFA attestation in UAE → MOJ Arabic translation
Non-Hague Countries (Full Attestation Chain)
Countries outside the Hague Convention require the traditional, longer attestation chain.
- Pakistan:* Home country MOFA → UAE Embassy in Pakistan → UAE MOFA → MOJ translation. Processing takes 10-15 business days in Pakistan.
- Other Non-Hague Countries:* Egypt, Jordan, Syria, Lebanon, and others follow the same chain. Home MOFA → UAE Embassy → UAE MOFA → MOJ translation.
Full chain: Home country MOFA → UAE Embassy in home country → UAE MOFA → MOJ Arabic translation
UAE is NOT a Hague Convention Member. The UAE itself has not joined the Hague Convention. Documents originating from the UAE cannot use the apostille system abroad. This does not affect your incoming documents: only your home country’s Hague status matters for work permit preparation.
Translation Requirements for MOHRE
MOHRE is a federal government entity. All foreign-language documents must carry the MOJ judiciary seal. There is no alternative. Understanding the difference between MOJ and certified translation is critical.
What Needs MOJ Translation
- Degree certificates. Always required. The Arabic translation must include all text, stamps, and seals visible on the original.
- Academic transcripts. When required by profession. Every course name, grade, and credit hour is translated.
- Police clearance certificates. Full translation including issuing authority details, reference numbers, and validity dates.
- Professional certificates: Engineering registrations, medical council certificates, teaching qualifications.
- Experience letters. When attested originals are submitted for regulated professions.
What Does NOT Need Translation
- Passport. Already multilingual. MOHRE reads the machine-readable zone.
- UAE-issued documents: Emirates ID, existing UAE visa copies, local salary certificates in English or Arabic.
- Photographs. No text to translate.
The translation must be a complete, faithful rendering of the original. Partial translations are rejected. Headers, footers, stamps, handwritten notes, and watermarks must all be accounted for in the translated version.
The MOJ seal confirms that a licensed translator (License #701, Arkan Legal Translation) has verified the accuracy. The seal includes the translator’s name, license number, and date.
Common MOHRE Rejection Reasons

- Name Spelling Mismatch:* Your translated name must match your passport exactly. “Mohammed” on your degree but “Muhammad” on your passport will cause rejection. We cross-check every name against your passport before issuing the translation.
- Incomplete Attestation Chain:* Skipping any step in the attestation chain invalidates the entire process. A degree with MEA apostille but no MOFA stamp will be rejected. We verify the full chain before starting translation.
- Expired Police Clearance:* PCCs expire 3-6 months after issuance. If yours expires before MOHRE processes the application, you need a new one. Time the PCC issuance carefully.
- Wrong Translation Type:* Submitting a certified translation (agency stamp only) instead of MOJ-sealed translation is an automatic rejection. MOHRE accepts only MOJ. No exceptions.
- Partial Translation:* Leaving stamps, headers, or handwritten notes untranslated results in rejection. MOHRE requires the complete document to be rendered in Arabic.
- Degree Not Recognized:* Some degrees from unaccredited institutions are not accepted. MOHRE may also flag degrees where the university has closed.

Total estimate: 2-4 weeks for Hague country nationals. 3-6 weeks for non-Hague country nationals. The home country attestation phase accounts for most of the time.
Start Before Your Visa Interview. Begin attestation the moment you receive a job offer. Do not wait for the employment visa to start the process. Attestation can run in parallel with your employer’s internal paperwork.
Special Cases and Exceptions
Free Zone Employment
Free zones (JAFZA, DMCC, DAFZA, DIFC) have their own employment authorities. Document requirements overlap heavily with MOHRE but differ in some areas. Some free zones accept certified translation for internal records. However, any document routed through GDRFA for visa stamping still needs the MOJ seal.
Switching Employers (Visa Transfer)
If you are transferring between UAE employers, your previously attested documents remain valid. You do not need to re-attest. However, check that your PCC has not expired. A new employer may request fresh translations if the existing ones are older than 2 years.
Regulated Professions
Engineering, healthcare, and teaching roles have additional requirements beyond standard MOHRE documentation.
- Healthcare: DHA DataFlow verification plus licensing requirements. Separate from the MOHRE work permit process.
- Engineering: Society of Engineers registration may be required. Degree must often be from an accredited programme.
- Teaching: MOE-licensed schools require MOHESR equivalency. International schools may have different standards.
Documents from Multiple Countries
If you have a degree from one country and work experience from another, each document follows the attestation chain of its issuing country. A UK degree gets an FCDO apostille. Pakistani experience letters go through Pakistan’s attestation chain. The processes run independently.
Nationality-Specific Considerations
Indian Nationals
India’s large expatriate community in the UAE means the process is well-established. Key points: MEA apostille is required (India is a Hague member since 2005). Some states require HRD attestation before MEA. Birth certificates from Indian municipalities may need additional notarization.
Pakistani Nationals
Pakistan is not a Hague member. Full attestation chain required: HEC attestation (degrees) → Pakistan MOFA → UAE Embassy in Islamabad/Karachi → UAE MOFA. This is one of the longer processes. Plan 3-4 weeks minimum for the attestation phase alone.
Filipino Nationals
Philippines is a Hague member (since 2019). Documents go through DFA apostille. CHED authentication may be needed for educational documents before DFA. PSA documents (birth, marriage certificates) must be on PSA security paper.
UK and US Nationals
Both are long-standing Hague members. UK uses FCDO apostille. US apostille comes from either the state (for state-issued documents) or the US Department of State (for federal documents). Processing times vary significantly by US state.
Bangladeshi Nationals
Bangladesh joined the Hague Convention in March 2025. Documents issued before that date may still need the traditional attestation chain. Documents issued after March 2025 can use apostille. Confirm with the issuing authority which route applies to your specific document.

Three rules that prevent most rejections: Every name must match your passport exactly. Every attestation step must be completed in sequence. Every foreign-language document must carry the MOJ seal, not a certified translation stamp.

Abu Dhabi Work Permits — MOHRE vs Free Zone Processing
Abu Dhabi employment follows different processing channels depending on whether the employer operates on the mainland, in a free zone, or in the government sector. Understanding these differences prevents document preparation errors.
Abu Dhabi Mainland Employment (ICA Processing)
The Federal Authority for Identity, Citizenship, Customs and Port Security (ICA) handles residence visa processing in Abu Dhabi. MOHRE still governs the work permit itself, but visa stamping goes through ICA instead of GDRFA (which operates in Dubai).
Document requirements remain the same as mainland Dubai employment. Your degree needs attestation and MOJ Arabic translation. The difference is administrative: ICA uses its own online portal and appointment system. Processing times in Abu Dhabi are comparable to Dubai, typically 2-5 business days after complete submission.
Abu Dhabi Free Zone Differences
Abu Dhabi has several major free zones, each with its own employment authority and document processing standards.
- ADGM (Abu Dhabi Global Market): Common law jurisdiction on Al Maryah Island. English is the official language. ADGM does not require MOJ Arabic translation for internal employment processes. However, any document routed to ICA for residence visa processing needs MOJ translation.
- KIZAD (Khalifa Industrial Zone Abu Dhabi): Accepts both Arabic and English documentation for employment processing. Degree attestation follows standard MOHRE requirements. Industrial roles may require additional safety certifications.
