GDRFA Keeps Requesting the Same Document. Here Is What They Actually Want.
GDRFA or ICP keeps asking for the same document? The issue is usually missing Arabic translation, low scan quality, or expired attestation. How to fix it.
You uploaded the document. GDRFA asked for it again. You uploaded the same file. They asked again. This loop frustrates Golden Visa applicants every week. The request looks identical each time, but GDRFA wants something specific that your current file is missing.
Why GDRFA repeats the same request
GDRFA and ICP reviewers do not write detailed rejection reasons. The system generates a generic “please resubmit” message. You see the same document name on the request list, so you upload the same file. The reviewer sees the same problem and sends the same request.
The actual issue falls into one of three categories:
- Missing Arabic translation. The document was uploaded in English only.
- Low scan quality. Stamps, signatures, or text are unreadable in the file.
- Missing or invisible attestation. The attestation chain is incomplete, or the scan does not show the stamps.
Each category has a different fix. Uploading the same file again will not resolve any of them.
Cause 1: Missing MOJ Arabic translation
This is the most common reason for the loop. GDRFA requires every supporting document to include an MOJ-certified Arabic translation. Submitting the English original alone — even with attestation stamps — triggers a re-request.
What GDRFA expects to see in the upload:
- The original document (scanned)
- The MOJ Arabic translation (scanned as a separate file or combined PDF)
- Both files clearly linked to the same document entry
Some applicants upload the original thinking the translation can follow later. GDRFA does not hold partial submissions. They flag the entry and request the document again.
How to fix it
Get the document translated by an MOJ-licensed translator. Upload both the original and the Arabic translation together. If the document requires attestation, complete the attestation process before translation so the Arabic version captures all stamps.
Cause 2: Low scan quality
GDRFA reviewers check attestation stamps, MOFA holograms, and MOJ translator details on every document. If the scan is too dark, blurry, or low-resolution, the reviewer cannot verify these elements. Instead of rejecting the application outright, they request the document again.
Common scan quality problems:
- Phone camera photos taken at an angle or in poor lighting
- Scans below 200 DPI where small text becomes illegible
- MOFA hologram stickers that appear as a blank reflective patch
- Compressed files where stamp details are lost
- Multi-page documents scanned as separate images instead of one PDF
How to fix it
Use a flatbed scanner at 300 DPI. If you only have a phone, use a scanning app with automatic edge detection and lighting correction. Position the document on a flat, dark surface with even lighting. Check the output file before uploading — zoom into the attestation stamps and confirm every character is readable.
For MOFA attestation stamps, angle the document slightly to avoid hologram glare in the scan. Some applicants scan the hologram page twice with different lighting and include both versions.
Cause 3: Missing or invisible attestation
GDRFA checks the attestation chain for every foreign document. If a stamp is missing from the chain, or if the scan does not show the stamp clearly, the document is flagged for resubmission.
This happens in two scenarios:
The attestation chain is genuinely incomplete. You may have an apostille but no MOFA attestation. Or the document was notarised in your home country but never reached the UAE Embassy. Check the full chain required for your country:
- Hague countries (India, UK, USA, Philippines, Canada): Apostille from designated authority, then MOFA UAE attestation, then MOJ translation
- Non-Hague countries (Pakistan): Home ministry, UAE Embassy, MOFA UAE, then MOJ translation

The attestation is complete but invisible in the scan. MOFA holograms, embassy wet stamps, and apostille stickers sometimes appear on the back of a document or on a separate attached page. If you only scanned the front page, the attestation evidence is missing from the upload.
How to fix it
Scan every page of the document, including the back. Include the apostille certificate, embassy stamp pages, and MOFA hologram page as part of the same PDF. If your degree certificate has attestation stamps on both sides, scan both sides and combine them into one file.
The translation timing trap
A related problem occurs when applicants translate before attesting. The MOJ translation captures what appears on the document at the time of translation. If you add attestation stamps afterward, the translation does not mention them.
GDRFA sees stamps on the original that are absent from the translation. This mismatch triggers another re-request. The fix requires a new translation of the fully attested document.
Correct sequence:
- Complete all attestation steps
- Get MOJ-certified Arabic translation of the fully attested document
- Scan both original and translation at 300 DPI
- Upload together to GDRFA/ICP
Quick diagnostic checklist
Before reuploading, check each item against your file:
- Does the upload include the MOJ Arabic translation (not just the English original)?
- Can you read every stamp and signature when you zoom into the PDF?
- Does the scan include all pages, front and back?
- Does the translation reflect every attestation stamp visible on the original?
- Is the MOFA hologram visible in the scan (not washed out by glare)?
- Are all pages combined into a single PDF per document entry?
If any answer is no, that is likely what GDRFA is requesting. Fix that specific item before reuploading.
When to get a new translation
You do not always need a new translation. Here is when you do and when you do not:
- Same translation works: The issue is scan quality only. Rescan the existing translation at higher resolution.
- New translation required: The original was translated before attestation. Stamps were added after translation. Get a fresh certificate translation from the fully attested document.
- New translation required: GDRFA found an error in the Arabic text (name spelling, date, or document number). The translator must issue a corrected version.
