MOHRE 'Missing Educational Certificate' Error — Why It Happens and How to Fix It

Got 'Degree certificate required in English language' on MOHRE? Your degree may be in Latin, French, or another language. Here's the fix.

You uploaded your degree to the MOHRE portal. Instead of proceeding, you see this:

Complete Missing Documents

Degree certificate required in English language. - Missing Educational Certificate

Your degree is real. It’s attested. It has stamps on the back. So why is MOHRE rejecting it?

Because your degree certificate is in Latin — and MOHRE’s system cannot read it.

Why This Happens with Irish Degrees

The National University of Ireland (NUI) issues degree parchments primarily in Latin. This surprises many Irish graduates applying for UAE work permits because Ireland is an English-speaking country. They assume the degree is in English. It is not.

If you look at your NUI degree parchment, the text reads something like “Universitas Hiberniae Nationalis” with your qualification details in Latin. The NUI seal, the chancellor’s signature, and the conferring language are all Latin — a tradition dating back to the university’s founding in 1908.

This applies to graduates of all NUI constituent universities:

  • University College Dublin (UCD)
  • University of Galway (formerly NUI Galway / UCG)
  • University College Cork (UCC)
  • Maynooth University

Trinity College Dublin (TCD) also issues parchments in Latin, though TCD operates outside the NUI system as an independent university.

When you upload this Latin-language certificate to the MOHRE portal at services.mohre.gov.ae, the system flags it as a missing document. MOHRE requires degree certificates in English or Arabic. Latin does not qualify.

How MOHRE’s Document Check Works

MOHRE’s online portal validates uploaded documents during the work permit application process. The system checks:

  • Document type matches the required category (degree certificate, not transcript)
  • Language is readable — English or Arabic
  • File quality is sufficient (clear scan, all pages)

When a Latin, French, German, or other non-English document is uploaded under “Educational Certificate,” the system cannot verify the qualification details. It returns the error: “Degree certificate required in English language. - Missing Educational Certificate.”

This is not a rejection of your qualification. It is a language processing issue. Your degree is valid — MOHRE just cannot read it.

The Fix: Step by Step

Step 1: Confirm your degree language

Look at your degree parchment. If the main text is in Latin (NUI, TCD) or another non-English language, you need a certified English translation before MOHRE will accept it.

Your degree likely already has attestation stamps on the back — apostille from Ireland’s Department of Foreign Affairs, UAE Embassy attestation, and MOFA stamp. These remain valid. The translation is an addition, not a replacement.

Step 2: Get a certified English translation

The Latin degree certificate needs a certified translation into English. This translation must accurately render:

  • Your full name (matching your passport spelling)
  • The qualification title (e.g., Bachelor of Arts, Master of Science)
  • The conferring institution name
  • The date of conferral
  • Classification or honours level (First Class, Second Class, etc.)
  • Any specialization or major field

For degree certificate translation, accuracy in the qualification title matters. “Baccalaureus in Artibus” must be rendered as “Bachelor of Arts” — not paraphrased or approximated.

Step 3: Get MOJ-certified Arabic translation

For the UAE work permit file, you will also need an MOJ-certified Arabic translation. This is required for:

  • Emirates ID processing
  • Visa stamping
  • Any future government submissions (job changes, Golden Visa applications)

The Arabic translation is done from the English translation, creating a chain: Latin original → certified English → MOJ-certified Arabic.

Step 4: Upload to MOHRE

The MOHRE portal allows you to upload the translated certificate to the same application that was flagged. You do not need to create a new work permit application. Upload:

  1. The original attested degree certificate (Latin)
  2. The certified English translation
  3. The MOJ-certified Arabic translation (if required at this stage)

The “Complete Missing Documents” screen with your application reference number remains active until the documents are provided.

Attestation Requirements for Irish Degrees

Ireland is a Hague Convention member. The attestation chain for Irish degrees follows the apostille route:

StepAuthorityWhat happens
1Department of Foreign Affairs (Ireland)Issues apostille on the original degree
2UAE Embassy in LondonIreland does not have a UAE Embassy — attestation routes through the UAE Embassy in the UK
3MOFA / MOFAIC (UAE)Final attestation for UAE government use

If your degree already has attestation stamps on the back, you have likely completed this chain. The certified English translation should be performed AFTER attestation. Translating before attestation is complete can cause issues at the MOFA stage.

What About the Apostille Itself?

The apostille is in English (standard Hague Convention format). It does not replace the degree certificate — it authenticates it. MOHRE still needs the degree content itself in English or Arabic.

Not Just Irish Degrees — Other Common Cases

The “Missing Educational Certificate” error affects any non-English degree. Common cases in the UAE:

CountryLanguage on DegreeNotes
Ireland (NUI, TCD)LatinMost common surprise — English-speaking country, Latin degree
FranceFrenchAll French university degrees are in French. Grandes écoles sometimes bilingual
GermanyGermanUrkunde (degree certificate) in German. Some universities issue English supplement
ChinaChinese (Mandarin)All Chinese university degrees in Chinese characters
JapanJapaneseDegree certificates (卒業証書) in Japanese
South KoreaKoreanMost universities issue in Korean only
SpainSpanishUniversidad degrees in Spanish
ItalyItalianSome older institutions use Latin for doctoral degrees
ScotlandLatin (some)University of St Andrews, University of Edinburgh — older parchments in Latin
RussiaRussianAll degrees in Russian (Cyrillic script)

For all of these, the process is the same: certified English translation, then MOJ-certified Arabic translation if needed for UAE government use.

Why Pre-Screening Prevents This Problem

When we receive a degree certificate for translation, we check the document language before quoting. If your Irish degree is in Latin, we flag it immediately and explain the MOHRE requirement. This prevents the scenario where you upload the original to MOHRE, get rejected, and then scramble to get a translation while your employer’s work permit application sits incomplete.

Our pre-screening process also checks:

  • Attestation chain completeness (apostille + UAE Embassy + MOFA)
  • Name consistency between degree and passport
  • Whether your specific role requires MOHESR equivalency (government jobs, Golden Visa)
  • Whether transcript translation is also needed

Timeline

If your degree is already attested:

StepTime
Certified English translationSame day
MOJ-certified Arabic translationSame day
Re-upload to MOHRE portalImmediate
MOHRE processing resumes1-3 business days

If attestation is still needed, add 1-2 weeks for the apostille and UAE attestation chain. Irish apostille through the Department of Foreign Affairs currently takes 3-5 business days.

Common Mistakes to Avoid

Uploading your transcript instead of the degree. MOHRE distinguishes between degree certificates and academic transcripts. Your transcript may be in English, but it does not substitute for the degree parchment. Both may be required.

Getting the translation before attestation. The attestation chain should be completed on the original document first. The certified translation references the attested original. Reversing the order can create complications at MOFA.

Assuming English supplement replaces the parchment. Some Irish universities provide a Diploma Supplement in English alongside the Latin parchment. MOHRE may or may not accept this as the primary degree document. The safest approach is translating the formal parchment itself.

Using uncertified translation. MOHRE and subsequent UAE authorities require certified translations. A translation done by a friend or a generic online tool will not be accepted. For Arabic translation, it must carry an MOJ stamp with QR verification.

FAQ

Frequently Asked Questions

Common questions about our translation services.

Why did MOHRE reject my Irish degree?
The National University of Ireland (NUI) issues degree parchments primarily in Latin. MOHRE's system requires documents in English or Arabic. When a Latin-language certificate is uploaded, the system flags it as 'Missing Educational Certificate' because it cannot read the qualification details. You need a certified English translation of the degree before MOHRE will accept it.
Can I get an English version of my NUI degree instead of translating it?
NUI and its constituent universities (UCD, University of Galway, UCC, Maynooth) issue the formal parchment in Latin. Some universities provide an English-language diploma supplement or academic transcript that lists your qualification in English. However, MOHRE typically requires the degree certificate itself — not just transcripts. A certified translation of the Latin parchment is the standard solution.
Does my Irish degree need attestation for UAE use?
Yes. Ireland is a Hague Convention member, so the attestation route uses apostille. Your degree gets apostilled by the Department of Foreign Affairs in Ireland, then attested by the UAE Embassy in London (Ireland routes through London), and finally attested by MOFA in the UAE. The certified English translation should be done after attestation completes.
What does the MOHRE error 'Degree certificate required in English language' mean?
This error appears on the MOHRE services portal when you upload a degree certificate that is not in English or Arabic. MOHRE's document processing system cannot verify qualifications written in Latin, French, German, Chinese, or other languages. The fix is straightforward: get a certified English translation, then an MOJ-certified Arabic translation for the work permit file.
Is this only an issue with Irish degrees?
No. Any degree certificate not in English or Arabic triggers this error. Irish degrees are a common case because the Latin language surprises applicants who assume an Irish degree would be in English. Other common cases include French university degrees, German Urkunde certificates, Chinese degrees, and some Scottish university parchments that use Latin.
How long does it take to fix the MOHRE missing certificate error?
If your degree is already attested, we can provide the certified English translation and MOJ-certified Arabic translation within 24 hours. If attestation is still needed, add 1-2 weeks for the apostille and UAE attestation chain. The MOHRE portal allows you to upload the translated certificate to the same application — you do not need to start a new application.
Do I need both English and Arabic translations for MOHRE?
MOHRE accepts English-language certificates without Arabic translation for the initial work permit application. However, for the physical visa stamping and Emirates ID process, MOJ-certified Arabic translation is required. We recommend getting both done together to avoid delays later in the process.
My degree is from Trinity College Dublin — does the same issue apply?
Yes. Trinity College Dublin (TCD) also issues degree parchments in Latin, though TCD operates independently from the NUI system. The same solution applies: certified English translation of the Latin parchment, followed by MOJ-certified Arabic translation for UAE use.
