Moving Dubai to Abu Dhabi: Documents Don't Transfer

Moving from Dubai to Abu Dhabi? Ejari and Dubai Courts don't cross over. MOJ translations transfer. Full document checklist for relocating.


You got a job offer in Abu Dhabi. Or you found a cheaper apartment there. Or your company relocated its office. You packed your things, cancelled your Dubai Ejari, and headed down the E11.

Then you discovered your Dubai paperwork doesn’t work in Abu Dhabi.

People assume the UAE is one system. It’s not. Each emirate runs its own courts, its own tenancy registration, its own vehicle authority. Moving from Dubai to Abu Dhabi is closer to moving between two states with shared federal law than between two neighbourhoods in the same city.

Here’s exactly what changes, what doesn’t, and what you need to sort out before and after the move.

What stays the same: the good news first

MOJ-certified translations are federal. The Ministry of Justice licence and stamp are the same across all seven emirates. Your existing degree certificate, marriage certificate, police clearance, and other translated documents remain valid in Abu Dhabi without retranslation. You don’t need to redo them.

UAE residence visa: The visa itself is a federal document. It remains valid regardless of which emirate you live in. What may change is your sponsor — see below.

Bank accounts: UAE banks operate federally. Your account, card, and online banking work identically across all emirates. Update your address with your bank after you move, and if your employer is changing, update your salary transfer instruction.

Emirates ID: Valid across all emirates. Renew through ICA as normal when it expires. If your visa sponsor changes (new employer), your visa changes and the Emirates ID renewal follows.

What changes: the system switches

Tenancy registration: Ejari → Tawtheeq

Dubai’s Ejari (managed by RERA) and Abu Dhabi’s Tawtheeq (managed by the Department of Municipalities and Transport) are completely separate systems with no data connection.

Your Dubai Ejari is not transferable. When you sign your Abu Dhabi tenancy contract, your landlord or agent must register it through Tawtheeq. Without Tawtheeq registration, the tenancy isn’t officially recognised and you may face issues with utility connections and visa renewals.

What you need for Tawtheeq registration:

  • Signed tenancy contract
  • Your Emirates ID
  • Landlord’s title deed or authorisation
  • Your residence visa

Tawtheeq registration is typically handled by the landlord or property management company. Confirm it has been completed — ask for the Tawtheeq number.

Utilities: DEWA → ADDC

Dubai utilities run through DEWA (Dubai Electricity and Water Authority). Abu Dhabi uses ADDC (Abu Dhabi Distribution Company) for most areas, with AADC (Al Ain Distribution Company) serving Al Ain and ADWEA overseeing the sector.

You’ll need to open a new ADDC account. This requires your Emirates ID, Tawtheeq number, and tenancy contract. DEWA account closure and deposit refund in Dubai is a separate process — do this after the move, not before.

Vehicle registration: RTA → DOT

If your car is registered in Dubai, the registration is with the Dubai Roads and Transport Authority (RTA). In Abu Dhabi, vehicle registration is managed by the Abu Dhabi Department of Transport (DOT).

You are not legally required to immediately re-register in Abu Dhabi when you move. But if stopped, an Abu Dhabi officer will note the Dubai plates and expect updated registration. The practical process:

  1. Get a transfer clearance certificate from Dubai RTA (confirms no fines outstanding)
  2. Take the car to a DOT-approved inspection centre in Abu Dhabi
  3. Register with Abu Dhabi DOT
  4. New Abu Dhabi plates are issued

Bring: Emirates ID, Dubai registration card, insurance valid in Abu Dhabi, driving licence.

The DOT also handles driving licence exchanges. If you have a foreign licence and haven’t yet exchanged it, Abu Dhabi DOT processes these the same way as Dubai RTA. A certified Arabic translation of your foreign licence is required if it is not in English or Arabic. The same translation used for Dubai RTA works for Abu Dhabi DOT.

Active cases in Dubai Courts stay in Dubai Courts — they don’t transfer. Any new legal matter arising in Abu Dhabi — rental dispute, civil claim, employment dispute — goes to ADJD (Abu Dhabi Judicial Department).

ADJD has its own procedures, fee structure, and documentation requirements. Key differences from Dubai Courts:

  • Rental disputes in Abu Dhabi go to ADJD’s Rental Disputes Committee (not DLD’s RDSC as in Dubai)
  • Employment disputes go to MOHRE first, then ADJD if unresolved
  • Abu Dhabi has the ADGM courts for matters involving ADGM-registered companies — English language, common law

For any ADJD submission involving foreign-language documents, the same MOJ-certified Arabic translation requirement applies as in Dubai Courts.

Healthcare: DHA → DoH

Dubai’s healthcare authority is DHA (Dubai Health Authority). Abu Dhabi’s is DoH (Department of Health — Abu Dhabi). If you have a Dubai-issued healthcare professional licence (for healthcare workers), it needs endorsement or re-registration with DoH. For regular residents, your UAE health insurance transfers. Check that your policy covers Abu Dhabi providers if it was issued for a Dubai-based employer.

The complete document checklist for the move

Before you move:

  • Confirm your tenancy end date and Ejari cancellation process
  • Notify your bank of upcoming address change
  • Get DEWA no-objection for final bill and deposit return
  • Organise existing MOJ-certified translations (don’t need new ones, just find them)

On arrival:

  • Sign Abu Dhabi tenancy contract → confirm Tawtheeq registration number
  • Open ADDC account (bring Emirates ID + Tawtheeq number)
  • Update address with your bank
  • If employer is changing: new employment contract, new visa processed, new Emirates ID renewal triggered

Within first month:

  • Transfer Dubai RTA vehicle registration to Abu Dhabi DOT
  • Update any existing government services with new Abu Dhabi address (ICP, etc.)
  • If children changing schools: request transfer documents, check school’s translation requirements

If visa sponsor changes:

  • New employment visa processed (employer handles this)
  • Emirates ID renewal after new visa
  • Update bank with new employer name and salary transfer

Abu Dhabi-specific processes that may need translation

Even with your existing MOJ-certified documents, Abu Dhabi may request translations of new documents:

  • New Abu Dhabi tenancy contract: If you need to submit to ADJD or a government entity, the Arabic contract is the primary version — you may need an English translation for employer records or banking
  • Abu Dhabi DoH submissions: If you’re a healthcare professional, re-registration documents
  • ADGM filings: English-language, no Arabic translation needed
  • Abu Dhabi municipality applications: Some require certified Arabic translations of foreign-language documents

Do I need new translations of my documents when moving from Dubai to Abu Dhabi?

No — MOJ-certified translations are a federal certification accepted across all seven emirates. Your existing degree, marriage certificate, and personal document translations remain valid in Abu Dhabi. What you may need are translations of new documents that Abu Dhabi processes require: a new tenancy contract registered through Tawtheeq, Abu Dhabi utility bills, or documents for Abu Dhabi-specific government submissions.

What is the difference between Ejari and Tawtheeq?

Ejari is Dubai's tenancy registration system managed by RERA (Real Estate Regulatory Agency). Tawtheeq is Abu Dhabi's equivalent, managed by the Abu Dhabi Department of Municipalities and Transport through the TAMM platform. They are completely separate systems. Your Dubai Ejari is not valid in Abu Dhabi and cannot be transferred — you register your new Abu Dhabi tenancy contract through Tawtheeq after signing.

Are Abu Dhabi court requirements different from Dubai Courts?

Yes. Abu Dhabi has ADJD (Abu Dhabi Judicial Department). Dubai has Dubai Courts. Both require Arabic filings, but their procedures, fee structures, and documentation requirements differ. Ongoing Dubai cases stay with Dubai Courts. Any new legal matter arising in Abu Dhabi goes to ADJD. Abu Dhabi also has ADGM (Abu Dhabi Global Market), which has its own English-language common law courts — similar to Dubai's DIFC.

Do I need to update my UAE residence visa when I move to Abu Dhabi?

The residence visa itself lists an emirate in some cases, but more importantly your visa sponsor may change. If you're moving for a new job in Abu Dhabi, your visa is cancelled and a new one is issued under your Abu Dhabi employer. If you're moving as a dependent (spouse or child), the sponsor's visa change triggers a corresponding update to dependent visas. If you're moving independently (e.g., remote worker or freelancer based in Dubai), your existing visa may remain valid regardless of emirate residence.

Can I keep my Dubai bank account when I move to Abu Dhabi?

Yes. UAE bank accounts are not restricted by emirate. Your ENBD, ADCB, Mashreq, or FAB account works across all UAE. You may want to visit an Abu Dhabi branch to update your address and ensure your Emirates ID and visa copies on file are current. If your employer changes as part of the relocation, update your salary transfer instruction with the bank.

How do I transfer my car registration from Dubai to Abu Dhabi?

If your car is currently registered in Dubai (RTA), you need to transfer registration to Abu Dhabi (DOT — Department of Transport). Process: get a Dubai RTA transfer clearance, pass an Abu Dhabi vehicle inspection at a DOT-approved centre, register through Abu Dhabi DOT. You'll need your Emirates ID, driving licence, insurance, and the vehicle. The Abu Dhabi licence plate replaces the Dubai plate. Allow 1-2 days for the inspection and registration process.

What happens to my children's school records when moving between emirates?

Academic records must be formally transferred. Your children's new Abu Dhabi school will need original transcripts, report cards, and in some cases certified translations if the records contain Arabic text that the school's administration processes in English, or vice versa. MOH and KHDA are separate entities — vaccination records registered with one may need to be re-registered or transferred to the other. Contact the new school before the move to get their specific document list.
