The Philippines joined the Hague Convention in May 2019. DFA apostille replaced the old red ribbon system for Hague-member destinations. However, since the UAE is not a Hague member, UAE Embassy attestation and MOFA remain mandatory after the DFA apostille.

PSA Security Paper Requirement
A critical requirement for Filipino vital records: only PSA-issued documents on Security Paper (SECPA) are accepted for DFA processing. Local civil registrar copies, even if notarized, cannot proceed through the DFA. If you have an older document or a local copy, you need to order a PSA copy first through the PSA Serbilis portal.
DFA Apostille vs Red Ribbon
Since May 2019, the DFA issues apostilles for documents going to Hague member countries and red ribbon authentication for non-Hague countries. For UAE-bound documents, the DFA can issue either format. Both are accepted at the UAE Embassy in Manila. The practical difference is minimal for UAE use since the UAE Embassy attestation step follows regardless.

Philippines Attestation Process for UAE
PSA or Issuing Authority
Obtain authenticated documents from PSA (Philippine Statistics Authority) for vital records, or from the issuing institution for educational/professional documents.
DFA Apostille
Department of Foreign Affairs applies the apostille certificate. This replaced the former DFA red ribbon authentication for Hague member countries.
UAE Embassy Attestation
Since the UAE is not a Hague member, the DFA-apostilled document must go to the UAE Embassy in Manila for attestation.
MOFA Attestation in UAE
