What a CENOMAR Is

CENOMAR stands for Certificate of No Marriage Record. It is issued by the Philippine Statistics Authority (PSA). The certificate confirms that the named person has no marriage recorded with the PSA.

In the UAE, the CENOMAR serves as a single-status or no-impediment document. It is one of the items that prove a person is eligible to marry. It is often needed alongside a marriage certificate translation later in the process, and for the prenuptial agreement route in UAE civil marriage.

The Order That Prevents Rejection

The most common mistake is translating the CENOMAR too early. Authenticate the original first, then translate. For a Philippine document used in the UAE, the usual sequence is:

  1. PSA issues the CENOMAR in the Philippines.
  2. Philippine DFA authentication — the Department of Foreign Affairs authenticates the certificate.
  3. UAE Embassy legalisation — the UAE Embassy in the Philippines legalises it.
  4. UAE MOFAIC attestation — final attestation inside the UAE.
  5. MOJ-certified Arabic translation — produced only after the stamps above are on the document.

A translation done before these stamps exist will not include them. The authority then rejects it, and the document has to be translated again. We check attestation status before we translate so this does not happen.
