Degree Certificate Translation Dubai. MOHRE & DHA Accepted
MOJ Certified for Golden Visa, Work Permits & Licensing
MOJ-certified translator Khaled Mohamed Abdeltawab Aladl (License #701) · Digital draft in 60 minutes · Pre-screened against authority requirements
Degree certificate translations are directly accepted by MOHRE, DHA, and MOHESR when MOJ-certified. Improper translation of degree titles or institution names is among the reasons for work permit rejection and licensing delays at UAE authorities.

Degree Translation Service — Arabic Certified
Arabic translation of degree certificates is required for nearly every official process in the UAE: work permits, professional licensing, Golden Visa applications, and university admissions. The translation must render your degree title, institution name, and graduation details into Arabic with the terminology that MOHRE, DHA, and MOHESR recognize. A direct word-for-word translation often fails because Arabic academic terminology follows specific conventions that UAE authorities expect.
Why Degree Translations Are Rejected
Each UAE authority rejects degree translations for different reasons. Knowing which authority you are submitting to changes what we check.
| Authority | Common Rejection Reason | What They Check |
|---|---|---|
| MOHRE | Degree title mismatch — “B.Com.” rendered as “Bachelor of Business” instead of “Bachelor of Commerce” | Title must match HEC/UGC/ministry records exactly |
| DHA | Institution name does not match DataFlow verification record | Name format must match primary source verification database |
| MOHESR | Imprecise academic terminology — “diploma” vs “bachelor” confusion in Arabic | Arabic degree classification must follow MOHESR equivalency tables |
| ICP | Degree field does not match job title on Golden Visa application | Field of study description must align with employment contract |
| ADJD (Abu Dhabi courts) | Missing translator license number or signature on the certification page | Full MOJ certification block required, not just a stamp |
DHA verifies every document through DataFlow. Mismatched translations trigger automatic rejection. MOHESR equivalency assessments fail when academic terminology is imprecise. Our pre-validation review catches these issues before you pay, preserving the attestation chain you have invested in.
Our Legal Translation Standards
- Licensing-Ready Certification: MOJ-certified legal stamp directly accepted by DHA, MOHRE, and professional councils
- Academic Precision: Exact degree title, honors, and specialization terminology
- DataFlow Alignment: Institution names verified against verification database formats
Pre-Screening: What We Check Before You Pay
We review every degree certificate before accepting payment. This catches problems that would cause rejection at the authority counter.
- Name spelling vs passport — “Mohammad” on degree but “Mohammed” on passport? We flag it. MOHRE rejects this mismatch at submission.
- Attestation completeness — We verify every stamp in the chain: university registrar, home country ministry, UAE Embassy (or apostille), MOFA. Missing one link means the authority returns your file.
- Document language — Not all degrees are in English, even from English-speaking countries. Irish university degrees (NUI, TCD) are issued in Latin, and MOHRE rejects them with “Missing Educational Certificate.” We identify the language and arrange certified English translation before the Arabic MOJ translation.
- Degree type accepted by target authority — Distance education degrees from certain institutions (IGNOU open programs, some virtual universities) face additional MOHESR scrutiny. We tell you upfront if your degree type has known issues.
- Institution name format — DHA DataFlow stores institution names in a specific format. “University of Delhi” vs “Delhi University” vs “DU” — only one matches the verification record. We check the correct format before translating.
- Seal and signature legibility — Faded university seals or partially visible registrar signatures get noted in the translation rather than guessed. Authorities accept honest notation; they reject invented content.
- Provisional vs final — Provisional degree certificates are not accepted by MOHRE for work permits. If you only have a provisional, we advise waiting for the final certificate.
This review takes 10-15 minutes and saves days of back-and-forth with authorities.
Preserving the Attestation Chain
Foreign degree certificates entering UAE employment must complete specific authentication. This attestation chain follows a consistent pattern: university registrar certification, Ministry of Education verification, and Ministry of Foreign Affairs attestation. UAE Embassy legalization and finally MOFA UAE attestation follow.
For Hague Convention member countries, including India (July 2005), UK, USA, Philippines (2019), and Canada (January 2024). The apostille replaces embassy attestation. However, healthcare professionals face additional DataFlow verification regardless of apostille status. Some employers accept unattested translations initially, but MOHRE work permits and DHA licensing require the complete chain.
Critical requirement: MOJ-certified translation must be performed AFTER attestation completes. MOHRE rejects work permit applications with translations of unattested documents. Our verification confirms attestation status before accepting your document, preserving your investment and preventing delays.
Immediate Checklist for Degree Translation
- Original degree certificate (not provisional)
- Complete attestation chain stamps visible
- Name spelling matches passport exactly
- Graduation date clearly visible
- University seal and registrar signature present
- Know intended use: employment, licensing, or equivalency
Healthcare Professional Requirements
Healthcare professionals, doctors, nurses, pharmacists, technicians, face the most stringent credential verification in the UAE. The Dubai Health Authority (DHA), Department of Health Abu Dhabi (DOH), and Ministry of Health (MOH) all require translated medical degrees. Specialty certificates and professional qualifications must also be translated.
DataFlow verification adds a critical layer. The translation must align with how your credentials appear in verification databases. Medical specialty names require precise Arabic equivalents that licensing boards recognize. Fellowship designations, board certifications, and postgraduate qualifications each have established terminology. Our translators understand healthcare credentialing and use accepted medical terminology throughout.
Translation accuracy is essential for professional careers. If your degree contains specific specializations, research focuses, or distinction levels, we translate exactly what appears. What appears on your certificate appears on the translation. No modifications or interpretations. UAE licensing bodies expect accuracy; medical careers depend on it.
Will My Degree Be Recognized?
Your degree certificate translation is not the same as degree recognition. Translation proves what your document says. Recognition proves your qualification is equivalent to a UAE standard. You may need both, but for most employment purposes, only translation is required.
MOHRE accepts MOJ-certified translations for work permit applications. They do not require equivalency certificates for most private sector jobs. However, certain regulated professions and government positions require MOHESR equivalency in addition to translation.
Translation Only vs Translation + Equivalency
- Translation Only:* Private sector employment, employment visa processing, DIFC and JLT freezone employment, HR record keeping, initial job applications
- Translation + Equivalency:* Government sector jobs, Golden Visa (skilled category), DHA healthcare licensing, engineering licensing (MOIAT), teaching positions (MOE)
The Attestation Chain
Before translation can be used officially, most UAE entities require your degree to be attested. For Hague Convention countries (India, UK, USA, Philippines), your degree needs an apostille from your home country. For non-Hague countries like Pakistan and Egypt, full attestation applies: HEC or equivalent, home country MOFA, UAE Embassy, then UAE MOFA.
Country-Specific Attestation Timing
| Country | Route | Current Processing | Known Issues |
|---|---|---|---|
| India | Apostille (MEA) since July 2023 | 5-7 working days via MEA portal | Some state universities delay verification. Deemed universities process faster. |
| Pakistan | HEC → MOFA Pakistan → UAE Embassy → MOFA UAE | HEC: 15-20 working days | HEC attestation appointments now online-only. Courier collection adds 3-5 days. |
| Philippines | CHED Red Ribbon → DFA apostille | 3-5 working days | CHED authentication required before DFA. Commission on Higher Education, not DFA directly. |
| UK | FCDO apostille | 2-5 working days (standard) | Degree certificates from pre-2023 may need notarization before FCDO will apostille. |
| USA | State Secretary of State apostille | Varies by state (3-15 days) | Some states require county clerk authentication first. California and New York are slowest. |
| Egypt | Supreme Council → MOFA Egypt → UAE Embassy → MOFA UAE | 10-15 working days | Military academy degrees require additional MOD clearance. |
We confirm attestation status during pre-screening. If attestation is incomplete, we advise on the specific next step rather than accepting the document for translation prematurely.
Golden Visa Requirements
For Golden Visa under the skilled employee category, you need a Bachelor’s degree or higher from an accredited university. The degree must be in a field where you have verified experience, and the university must appear on MOHE’s accredited list. MOHESR equivalency certificate is required, and the attestation chain must be complete before equivalency application. The ICP portal will reject applications where degree field does not match job title.
Degree Certificate Translation for Abu Dhabi Authorities
Abu Dhabi has its own licensing and court systems separate from Dubai. If you are submitting to Abu Dhabi authorities, specific requirements apply.
- ADJD (Abu Dhabi Judicial Department) — Accepts MOJ-certified translations. Court submissions require the full certification block: translator name, license number, and official stamp and signature. Partial certification is returned.
- DOH (Department of Health Abu Dhabi) — Similar to DHA but uses its own verification process. Institution name must match DOH records, which may differ from DHA DataFlow format for the same university.
- ADEK (Abu Dhabi Education Authority) — Teaching positions require degree translation plus ADEK equivalency. Processing is separate from Dubai’s KHDA system.
- ICA (Federal Authority for Identity and Citizenship) — Golden Visa submissions through Abu Dhabi ICA offices follow the same federal requirements but processing timelines differ from Dubai GDRFA.
For legal proceedings in Abu Dhabi, translations must be submitted to ADJD directly. Dubai MOJ translations are accepted, but the court may request additional verification for complex cases. See our Abu Dhabi translation guide for a full comparison.
Professional Licensing Bodies
Certain professions require licensing from regulatory bodies. Healthcare professionals (DHA, DOH, MOHAP) need degree translation plus DataFlow verification. Engineers need registration with the Society of Engineers — translation of degree certificate is mandatory. Teachers in government schools need MOE equivalency; private school teachers under KHDA may have different requirements depending on curriculum.
What We Actually Translate
A degree certificate translation includes the graduate name exactly as it appears and the full degree title. It also shows the conferring institution’s name, location, and date of conferral. Honors, distinctions, and any professional designation conferred are also included. Field of study, classification or grade (First Class, Distinction, GPA, or percentage), and descriptions of official seals and signatures are rendered accurately.
Common Problems We Prevent
- Name mismatch — “Mohammad” on degree, “Mohammed” on passport. MOHRE rejects this at the counter. We flag it during pre-screening.
- Missing attestation — One missing stamp in the chain means the authority returns your file untouched.
- Degree title expansion — “BSc” must expand to “Bachelor of Science” in Arabic translation. Abbreviations are not accepted.
- Illegible seals — Faded stamps get noted honestly in the translation. Authorities accept notation; they reject fabrication.
- Provisional certificates — MOHRE does not accept provisional degree certificates for work permits. We advise waiting for the final certificate.
- Distance education degrees — Degrees from open and distance learning programs (IGNOU distance mode, some virtual universities) face additional MOHESR review. Not all are recognized for Golden Visa or government employment. We check MOHESR recognition status before proceeding.
- Dual degree confusion — Joint programs between two universities need both institution names in the translation. Missing the partner institution causes DataFlow verification failure.

Transcripts: When You Need Them
Not every situation requires transcript translation alongside the degree:
- Employment only: Degree certificate usually sufficient
- Professional licensing: Often requires both degree and transcripts
- MOHESR equivalency: Requires transcripts showing courses and credits
- Further education: Universities typically need transcripts
If you are unsure, send us both documents. We will advise what you actually need based on your intended use.
Realistic Timeline
Standard degree translation takes 4-6 hours. Express service delivers in 2 hours. If you also need transcripts, add 2-3 hours for multi-page documents. Physical delivery is same-day in Dubai, next-day to other Emirates.
What takes longer: getting attestation if you do not have it already. Embassy processing varies from 3-10 working days depending on nationality. MOHESR equivalency takes 2-4 weeks after submission.
Many clients need degree plus transcripts translated together. Contact us for package rates. Our certificate translation service also handles complete visa document packages including police clearance, birth, and marriage certificates.
MOHESR Equivalency: When You Need It and How Long It Takes
MOHESR (Ministry of Higher Education and Scientific Research) equivalency is separate from translation. Translation proves what your document says. Equivalency proves your foreign degree is equal to a UAE qualification level.
You need equivalency for:
- Government sector jobs in UAE (federal or emirate)
- Golden Visa skilled employee category (mandatory)
- DHA healthcare licensing (MBBS, nursing, pharmacy)
- Engineering licensing through the Society of Engineers
- Teaching positions in government schools (MOE requirement)
You do not need equivalency for:
- Most private sector employment
- Free zone company employment
- DIFC, DMCC, and most free zone positions
- Initial job applications (most employers accept translation only)
The MOHESR Equivalency Process
- Submit the application through the MOHESR online portal
- Upload attested degree certificate, transcripts, and MOJ-certified translation
- Pay the MOHESR fee (currently AED 300-500 depending on degree level)
- MOHESR verifies your university against their accredited institutions database
- MOHESR assesses whether your qualification matches a UAE level (Diploma, Bachelor, Master, PhD)
- Equivalency certificate issued if approved
Processing time: 15-25 working days. Complex cases (degrees from institutions not in MOHESR database, or degrees with unusual naming) take longer.
Common MOHESR rejection reasons:
- University not in MOHESR accredited institutions list (even if locally accredited in origin country)
- Transcript hours fall below UAE minimum for the qualification level
- Distance or online degree without sufficient residency hours
- Field of study classification does not match UAE equivalency tables
DHA DataFlow: What the Verification Actually Checks
Healthcare professionals face a two-track process: MOJ-certified translation AND DataFlow primary source verification. Both are required. One does not replace the other.
DataFlow contacts your university, licensing board, and previous employers directly. They verify:
- That your degree was actually issued by the institution named on the certificate
- That the graduation date and degree title match university records exactly
- That any professional license listed is active and in good standing
- That employment history matches what you declared
Why institution name matters for DataFlow: DataFlow stores institution names in a standardized format. “University of Delhi” and “Delhi University” may refer to the same place but only one matches the DataFlow record. If your translation uses the wrong format, DataFlow flags the discrepancy and halts the verification.
We verify institution name format against DataFlow-known records before translating. This prevents the most common healthcare licensing delay.
DataFlow processing time: 4-8 weeks for primary source verification. Translation is typically ready in 24-48 hours. The bottleneck is DataFlow, not translation.
What Happens When MOHRE Rejects Your Degree Translation
MOHRE rejection is not the end. Understand what type of rejection you received before restarting.
Type 1: File upload error. MOHRE’s portal rejects the PDF. The translation itself is fine. Convert to JPG and re-upload. Keep each image under 2MB. This is a portal issue, not a translation issue.
Type 2: Name mismatch. The name on your degree translation does not match your passport exactly. MOHRE rejects at the counter. You need either a corrected translation (if the error is in our work) or a notarized affidavit (if the names genuinely differ between documents).
Type 3: Missing attestation stamp. MOHRE cannot see the MOFA stamp on the original document. This means the document was not fully attested before translation, or the translation scan does not clearly show all stamps. The translation must be redone after completing the full attestation chain.
Type 4: Unrecognized institution. MOHRE flags the university as not recognized. This occurs for government jobs requiring MOHESR recognition. The solution is MOHESR equivalency, not a new translation.
Type 5: Degree title does not match job classification. MOHRE’s system checks that the degree field aligns with the position applied for. A “Bachelor of Arts in Music” submitted for an “Accountant” position will be flagged. The employer may need to reclassify the position or the applicant needs to use a more relevant credential.
Degree Translation for UAE Free Zones
Free zone employers (DMCC, JAFZA, DIFC, twofour54) follow MOHRE requirements for work permits but their HR portals often have their own upload requirements.
DMCC: Accepts MOJ-certified translations. Degree must be uploaded as a single clear PDF. Portal restricts file size to 5MB. Multi-page degrees should be combined into one file, not uploaded separately.
DIFC: DIFC Authority follows MOHRE requirements. However, DIFC firms in regulated financial services (banking, investment management) may require CISI, CFA, or other professional qualification translations alongside the degree.
JAFZA: Jebel Ali Free Zone accepts MOHRE-standard translations. Port and logistics roles sometimes require trade certificates alongside academic degrees.
twofour54 (Abu Dhabi media free zone): Follows MOHRE guidelines. Creative industry roles often accept portfolio evidence alongside formal degree credentials.

Frequently Asked Questions
Common questions about our translation services.
Is this degree translation accepted for UAE work permits?
Yes. Our MOJ-certified degree translations are accepted by MOHRE for work permit applications. The translation includes all elements required by UAE employment regulations, including the official stamp and translator license details.
Do I need degree translation for Golden Visa?
Yes. Golden Visa applications under the skilled employee category require MOJ-certified degree translation plus MOHESR equivalency. Your degree must be in a field related to your current employment. We prepare documents in the format MOHESR and ICP require.
How much does degree certificate translation cost in Dubai?
Pricing depends on document type and complexity. Send your document via WhatsApp for an instant quote. We offer Standard (24-hour), Express (6-hour), and VIP (1-hour) service tiers. Package rates available when translating degree plus transcripts together.
Do I need to translate my transcripts as well as my degree?
It depends on the requirement. Some employers and licensing bodies only need the degree certificate, while others require full transcripts. If you are unsure, send us both and we will advise on what is typically needed for your situation.
Does my degree need attestation before translation?
For most official UAE uses, yes. Educational documents typically need attestation through the issuing university, your home country education or foreign affairs ministry, UAE Embassy, and UAE MOFA. We check this during our free pre-validation review.
How long does degree certificate translation take?
Standard service delivers within 24 hours. Express service completes in 6 hours. VIP Concierge provides 1-hour drafts. Multi-document packages (degree plus transcripts) may require additional time, which we confirm upfront.
Can you translate degrees from any country and language?
Yes. We translate degree certificates from universities worldwide. Common source languages include Hindi, Urdu, Tagalog, French, German, Spanish, Russian, Chinese, Bengali, and Arabic. We also handle Latin — many Irish (NUI, TCD), UK, and European universities issue diplomas in Latin. MOHRE rejects these with 'Missing Educational Certificate' because the system doesn't recognize the language. We translate Latin to English first, then produce the MOJ Arabic translation.
What documents do I need for MOHRE work permit?
MOHRE requires MOJ-certified translation of your degree certificate showing the qualification title, institution name, and graduation date. Some regulated professions also require transcript translation and professional license translation.
Is degree translation different for DHA licensing?
DHA healthcare licensing requires degree translation that aligns with DataFlow verification records. Institution names must match exactly how they appear in verification databases. See our DHA DataFlow services for healthcare-specific requirements.
Can I get same-day degree translation in Dubai?
Yes. Our urgent translation service delivers MOJ-certified degree translation within 6 hours. VIP Concierge provides draft within 1 hour. Physical delivery is same-day across Dubai. Contact us via WhatsApp for urgent requests.
What does a degree translation service include?
A degree translation service covers the full certified rendering of your qualification into Arabic: degree title, institution name, field of study, graduation date, honours, and any attestation stamps. Our service includes pre-screening for name mismatches and attestation completeness, MOJ certification with Khaled's stamp and signature, and formatting for your specific receiving authority (MOHRE, DHA, MOHESR, or ICP).
How does Arabic translation of degree certificates work?
Arabic translation of degree certificates converts your degree into MOJ-certified Arabic for UAE government use. We translate the institution name, degree title, major, graduation date, and any honours or distinctions. The Arabic version must match your passport name exactly — MOHRE and MOHESR systems check this. We verify names before translating and flag any discrepancies. The process takes 2-4 hours for standard certificates.
