The Attestation Chain

For Hague Convention countries (India, UK, USA, Philippines), your degree needs an apostille from your home country. For non-Hague countries like Pakistan and Egypt, full attestation applies: HEC or equivalent, home country MOFA, UAE Embassy, then UAE MOFA.

Golden Visa Requirements

For Golden Visa under the skilled employee category, you need a Bachelor’s degree or higher from an accredited university. The ICP portal will reject applications where degree field does not match job title.

Degree Certificate Translation for Abu Dhabi Authorities

Abu Dhabi has its own licensing and court systems separate from Dubai. If you are submitting to Abu Dhabi authorities, specific requirements apply.

• ADJD (Abu Dhabi Judicial Department) — Accepts MOJ-certified translations. Court submissions require the full certification block: translator name, license number, and official stamp and signature. Partial certification is returned.
• DOH (Department of Health Abu Dhabi) — Similar to DHA but uses its own verification process. Institution name must match DOH records, which may differ from DHA DataFlow format for the same university.
• ADEK (Abu Dhabi Education Authority) — Teaching positions require degree translation plus ADEK equivalency. Processing is separate from Dubai’s KHDA system.
• ICA (Federal Authority for Identity and Citizenship) — Golden Visa submissions through Abu Dhabi ICA offices follow the same federal requirements but processing timelines differ from Dubai GDRFA.

MOHESR Equivalency: When You Need It and How Long It Takes

MOHESR (Ministry of Higher Education and Scientific Research) equivalency is separate from translation. Translation proves what your document says. Equivalency proves your foreign degree is equal to a UAE qualification level.

You need equivalency for:

• Government sector jobs in UAE (federal or emirate)
• Golden Visa skilled employee category (mandatory)
• DHA healthcare licensing (MBBS, nursing, pharmacy)
• Engineering licensing through the Society of Engineers
• Teaching positions in government schools (MOE requirement)

You do not need equivalency for:

• Most private sector employment
• Free zone company employment
• DIFC, DMCC, and most free zone positions

The MOHESR Equivalency Process

1. Submit the application through the MOHESR online portal
2. Upload attested degree certificate, transcripts, and MOJ-certified translation
3. Pay the MOHESR fee (currently AED 300-500 depending on degree level)
4. MOHESR verifies your university against their accredited institutions database

DHA DataFlow: What the Verification Actually Checks

Healthcare professionals face a two-track process: MOJ-certified translation AND DataFlow primary source verification. Both are required. One does not replace the other.

DataFlow contacts your university, licensing board, and previous employers directly. They verify:

• That your degree was actually issued by the institution named on the certificate
• That the graduation date and degree title match university records exactly
• That any professional license listed is active and in good standing
• That employment history matches what you declared

Why institution name matters for DataFlow: DataFlow stores institution names in a standardized format. “University of Delhi” and “Delhi University” may refer to the same place but only one matches the DataFlow record. If your translation uses the wrong format, DataFlow flags the discrepancy and halts the verification.

DataFlow processing time: 4-8 weeks for primary source verification. Translation is typically ready in 24-48 hours. The bottleneck is DataFlow, not translation.

What Happens When MOHRE Rejects Your Degree Translation

MOHRE rejection is not the end. Understand what type of rejection you received before restarting.

Type 1: File upload error. MOHRE’s portal rejects the PDF. The translation itself is fine. Convert to JPG and re-upload. Keep each image under 2MB. This is a portal issue, not a translation issue.

Type 2: Name mismatch. The name on your degree translation does not match your passport exactly. MOHRE rejects at the counter. You need either a corrected translation (if the error is in our work) or a notarized affidavit (if the names genuinely differ between documents).

Type 3: Missing attestation stamp. MOHRE cannot see the MOFA stamp on the original document. This means the document was not fully attested before translation, or the translation scan does not clearly show all stamps. The translation must be redone after completing the full attestation chain.

Type 4: Unrecognized institution. MOHRE flags the university as not recognized. This occurs for government jobs requiring MOHESR recognition. The solution is MOHESR equivalency, not a new translation.

Type 5: Degree title does not match job classification. MOHRE’s system checks that the degree field aligns with the position applied for. A “Bachelor of Arts in Music” submitted for an “Accountant” position will be flagged. The employer may need to reclassify the position or the applicant needs to use a more relevant credential.

Degree Translation for UAE Free Zones

Free zone employers (DMCC, JAFZA, DIFC, twofour54) follow MOHRE requirements for work permits but their HR portals often have their own upload requirements.

DMCC: Accepts MOJ-certified translations. Degree must be uploaded as a single clear PDF. Portal restricts file size to 5MB. Multi-page degrees should be combined into one file, not uploaded separately.

DIFC: DIFC Authority follows MOHRE requirements. However, DIFC firms in regulated financial services (banking, investment management) may require CISI, CFA, or other professional qualification translations alongside the degree.

JAFZA: Jebel Ali Free Zone accepts MOHRE-standard translations. Port and logistics roles sometimes require trade certificates alongside academic degrees.

twofour54 (Abu Dhabi media free zone): Follows MOHRE guidelines. Creative industry roles often accept portfolio evidence alongside formal degree credentials.
