That is a very UAE paperwork problem. The document can be valid, and the application can still stop because one system cannot see the proof another system issued.

The practical answer is a checklist, not panic. Get the Arabic shortfall remark, verify the MOFA proof, compare the exact academic document being uploaded, and make sure the translation shows the same certificate and visible stamps.

Why This Happens

MOHRE work-permit files are not just document storage. The employer submits an application, the Ministry checks the file against requirements, and shortfalls can be sent back to the establishment for completion. MOHRE’s own work-permit service pages describe this electronic verification and list academic certificates for specific skill levels.

That means a degree issue may appear as a work-permit delay even when the applicant thinks the degree is complete. The delay is not always about the words in the translation. It can be about whether the academic certificate, attestation, and uploaded proof line up cleanly.

MOFA’s document attestation service also matters here. MOFA describes attestation as confirmation of seals and signatures on documents issued in or outside the UAE. The same service page says documents must be attested by the appropriate governing bodies before submission. If MOHRE cannot see or verify that proof, the work-permit file can stall.

First, Ask for the Real Remark

The applicant on Reddit had the human version of the problem: everything looked complete, but the status still said certificate attestation could not be verified. The first fix is to stop working from paraphrases.

Ask HR or the PRO for:

• The MOHRE or Tasheel transaction number
• A screenshot of the application status
• The exact Arabic shortfall or rejection remark
• Which document field failed
• Which file was uploaded in that field
• Which attestation reference number was entered

Do not accept “degree problem” as the whole explanation. That phrase can hide five different issues. It may mean missing MOFA. It may mean the wrong file was uploaded. It may mean the original certificate is not the same document as the translation. It may mean the certificate image is too blurry for the reviewer.

If the remark is in Arabic, translate the remark first. A one-line Arabic note can save days of guessing.

Check the MOFA Proof Before Touching the Translation

If your degree has a MOFA digital attestation, look for the QR code, barcode, reference number, or verification link. Use MOFA’s own verification channel when it is available for that document type.

If the proof does not verify, the translation cannot fix that. You may need to return to MOFA, the courier record, or the issuing authority. If the proof verifies, save the verification screenshot and send it to the PRO with the application number.

For the current “not reflected” problem, compare the uploaded file set:

• Is the degree certificate itself uploaded?
• Is the transcript uploaded instead of the degree?
• Does the MOFA proof belong to the same document?
• Does the translation refer to the same document?
• Are all pages in one file or split across uploads?
• Did the PRO upload the back page or stamp page?

If the attestation is attached to the certificate but the upload shows only the translation, MOHRE may not see the underlying proof. If the attestation is attached to the transcript, but the field expects the degree certificate, a clearer scan will not solve the document mismatch.

Scan Quality Can Create a Fake Attestation Problem

One Reddit commenter suggested having the PRO reupload a high-resolution scan. That advice is not silly. Many work-permit delays come from files that are technically present but visually unusable.

A scan should show:

• The full certificate border
• The graduate name
• The institution name
• The qualification title
• The graduation or award date
• Every stamp, sticker, signature, QR code, barcode, or reference number
• The translation certification page

Translation Helps When It Reflects the Attestation Chain

Translation is useful when the reviewer needs a clear Arabic rendering of the degree and visible stamp details. It is not magic. It cannot make an unverifiable attestation verify.

For UAE government use, the safer route is usually MOJ-certified translation into Arabic when the document is not already in the expected language. The translation should include the degree title, institution name, student name, award date, and any visible attestation notes or seals.

Translation helps when:

• The degree is in a language other than Arabic or English
• The existing translation does not show the stamp details
• The graduate name spelling does not match the passport
• The institution name is rendered inconsistently
• The Arabic shortfall remark needs to be understood
• The uploaded translation is a rough private translation rather than a legal one

Translation does not help when:

• MOFA verification itself fails
• The wrong academic document was attested
• The PRO uploaded a cropped file
• The attestation number was entered incorrectly
• The employer chose a job category that requires a different credential

If the document is urgent, urgent translation can solve the translation part. It cannot force MOFA, MOHRE, or a portal sync to move faster.

When MOHESR Is the Actual Issue

MOHESR recognition is about whether a qualification can be recognized for use in the UAE. Ministerial Decree No. 34 of 2025 describes recognition as verifying authenticity, institution accreditation, and compliance with the national qualifications framework. The Clean Resubmission Pack

Before the PRO resubmits, assemble one clean pack:

• Passport bio page
• Degree certificate
• Transcript, if the employer is using it
• MOFA attestation proof or verification screenshot
• Existing translation
• Arabic shortfall remark
• Job title or offer letter
• Any MOHESR recognition or equivalency document, if relevant

Then label the files plainly. Do not name the transcript “degree.” Do not name the translation “MOFA proof.” Do not combine unrelated estate, personal, or employment documents into the same PDF. Boring file names help the reviewer and the PRO.
