MOE Equivalency: Non-Top-100 University Degrees

Your university is not on the UAE top 100 list. MOE equivalency is the only path for Golden Visa and certain job classifications. What the process requires.


The Golden Visa application was going smoothly until ICP asked for the MOE equivalency letter. Your degree is from a solid university — nationally accredited, well-ranked in your country — but it is not on the UAE’s recognised top 100 list. Without the equivalency letter, the Golden Visa application stalls.

The Ministry of Education equivalency process is straightforward once you have the right documents in the right language. The most common rejection reason is not the university’s quality — it is missing or incorrectly prepared Arabic translations.

Who Needs MOE Equivalency

Not everyone with a foreign degree needs MOE equivalency. You need it when:

  • Golden Visa (Skilled Professional route): If your university is not on the top 100 list recognised by ICP, the equivalency letter proves your degree meets UAE standards
  • Government or semi-government employment: Federal ministries and most government entities require MOE equivalency for all foreign degrees
  • Regulated professions: DHA for healthcare, KHDA for education, SCA for financial services — the regulatory authority may require the equivalency letter before issuing a professional license
  • MOHRE occupational review: If MOHRE questions whether your degree qualifies you for the assigned job classification

You do not need MOE equivalency for:

  • Standard private sector work permits where MOHRE accepted the degree directly
  • Free zone employment where the free zone authority handles its own credential verification
  • Universities on the UAE top 100 list — these bypass equivalency entirely

The Document Package

MOE equivalency requires a complete package. Missing one document returns the entire application.

The Degree Certificate

The original degree certificate must be:

  1. Attested by the issuing country’s education authority
  2. Attested by the issuing country’s foreign ministry
  3. Legalised by the UAE embassy in the issuing country
  4. Attested by MOFA UAE after arrival
  5. Translated into Arabic by an MOJ-licensed translator (reflecting the fully attested version)

The UAE is not a member of the Hague Apostille Convention. Even if your country issues an apostille, the UAE embassy legalisation step remains necessary.

The Transcripts

Transcripts follow the same attestation chain as the degree. They are a separate document and need separate translation. The transcripts list:

  • All courses taken, with credit hours
  • Grades for each course
  • The cumulative GPA or grade classification
  • The date of completion

MOE uses the transcripts to verify that the program’s credit structure meets UAE equivalency standards. A three-year bachelor’s program in some countries may not equate to a four-year UAE bachelor’s — the transcripts show whether the credit hours are sufficient.

The Diploma Supplement

European universities — particularly those following the Bologna Process — issue a diploma supplement alongside the degree. This document explains the qualification in terms of the European Qualifications Framework. If available, include it in the MOE application with Arabic translation. It helps MOE map the foreign qualification to a UAE equivalent.

Translation Requirements

MOE is specific about translation requirements:

  • The translation must be from an MOJ-licensed translator with a valid UAE license
  • The translation must cover the entire document — including the attestation stamps, university seal, and any appendices
  • The Arabic text must match the original content exactly — course names, grades, dates, and institutional names
  • The translator’s MOJ stamp, license number, and signature must appear on every page
  • The translation must reflect the attested version (after all stamps are applied)

A translation done before attestation — showing the clean degree without embassy stamps — will be rejected. MOE verifies that the translation includes the attestation chain.

Common Rejections

Translation Does Not Match the Attested Version

The applicant translated the degree, then got it attested. The attestation stamps are not reflected in the translation. MOE returns the file. Solution: translate after attestation, not before.

Incomplete Transcripts Translation

The transcripts are four pages. The applicant translated only the first two pages (summary and GPA). MOE needs all pages — every course, every grade. Partial translation is rejected.

Missing Diploma Supplement

If the university issued a diploma supplement and MOE’s records indicate it, they may request it. European degree holders should include it proactively with Arabic translation.

Inconsistent Name Transliteration

The degree says “Mohammad.” The passport says “Mohammed.” The transcript says “Muhammad.” The Arabic translation must handle these consistently, noting the name variations that appear across documents.

Processing Timeline

MOE equivalency takes 10-15 working days after complete submission. This does not include:

  • Time to obtain the degree and transcripts from the university (varies)
  • Attestation chain (2-4 weeks depending on the country)
  • Translation (same day for standard documents)

Start the process early. If the Golden Visa or job offer has a deadline, the attestation step is the bottleneck — not the translation or MOE processing.

After Equivalency

The MOE equivalency letter is issued in Arabic. It states:

  • The foreign degree and issuing institution
  • The UAE equivalent qualification level
  • The field of study
  • The date of issuance

This letter is submitted to ICP for Golden Visa, to the employer for government positions, or to the regulatory authority for professional licensing. It does not expire, but some authorities require it to be recent — within the last two years.

How long does MOE equivalency take?

MOE equivalency processing takes 10 to 15 working days after all documents are submitted correctly. Incomplete submissions are returned, restarting the clock. The most common cause of delay is missing or incorrect Arabic translations of the degree and transcripts.

My university is accredited in my country but not on the UAE list. Will MOE recognise it?

MOE evaluates the university's accreditation status in the issuing country, the program's structure and credit hours, and whether the degree meets UAE standards. A university that is nationally accredited in its home country is generally accepted for MOE equivalency, even if it is not on the UAE top 100 list. Unaccredited institutions or diploma mills are rejected.

Can I skip MOE equivalency if MOHRE already accepted my degree for a work permit?

MOHRE acceptance for a work permit and MOE equivalency are separate processes. MOHRE may accept a degree from a non-top-100 university for basic work permit processing. But Golden Visa applications, government employment, and certain regulated professions require the MOE equivalency letter as an additional step.
