This is the rejection pattern most people do not see coming, because the document that gets blamed, the transcript, is usually the one part that was correct. Why MOHESR Treats Transfer Credits Strictly

The Ministry of Higher Education and Scientific Research (MOHESR) evaluates whether a foreign degree is equivalent to a UAE qualification. When your transcript shows courses earned at one institution and credited toward a degree at another, the committee cannot simply assume the two are interchangeable. It typically asks for an official letter from the originating school stating that the transferred course matches the receiving school’s requirements.

A translated transcript, no matter how accurate, does not contain that confirmation. On that basis, the file can be returned. The practical lesson: if your transcript has transfer-credit rows, request the originating-school letter before you submit, not after the rejection. The Provisional Marksheet Trap

The second common return reason is the document itself. Some universities issue a “provisional marksheet” or an interim result slip while the final record is being prepared. These are convenient, but MOHESR equivalency generally does not accept them. You need the consolidated marksheet or the final transcript that shows every course through graduation.

This trips up Indian applicants in particular, where provisional marksheets and consolidated marksheets are separate documents, and deemed universities sometimes format records differently from state universities. Translating a provisional document does not make it acceptable. Ask your university for the final record first, then bring it to us.

Sequence Matters: Attestation, Then Translation

For MOHESR equivalency, transcripts should complete the attestation chain before they are translated. If you translate first and attest later, the translation will not reflect the final stamped document, and that mismatch is its own rejection reason. When the source paperwork is right, the translation still has to be precise. We preserve your grades exactly as printed and add a grading-scale notation sheet so the committee reads each mark in context. A 3.8 GPA stays 3.8, with a note that it is on a 4.0 scale. A British classification stays a classification. A percentage stays a percentage, with the division system explained. We do not convert grades between systems, because converting introduces an interpretation the committee did not ask for.

Course names get academic terminology, not literal renderings, so “Organic Chemistry” reads as the recognised Arabic term rather than a word-for-word phrase an evaluator would not recognise. Each page carries the MOJ #701 stamp and the translator’s signature. Student names are checked against the passport spelling, because a name mismatch is its own quiet way to get a file returned.

What To Send Us After a Rejection

If MOHESR has already returned your transcript, the most useful thing you can do is read the exact reason on the return, then gather the document it points to. In practice that means one of three things:

1. A transfer-credit letter from the originating institution, if the rejection cites transferred courses.
2. The final or consolidated marksheet, if you submitted a provisional document.
3. The complete transcript through graduation, if only part of the program was included.
