India’s Hague Convention Status
India joined the Hague Apostille Convention in July 2005. This means Indian documents use the apostille system: a simplified authentication process.
UAE Is NOT a Hague Member: India has Hague status, but the UAE does not. The MEA apostille authenticates the document’s origin on the Indian side, but apostille alone is never sufficient for UAE use. After MEA apostille, the document still needs UAE Embassy attestation in India and UAE MOFA attestation before any UAE authority will accept it.
What the MEA Apostille Replaces (Indian Side Only)
- Old India-side chain (pre-2005): State attestation → MEA authentication → UAE Embassy in India → UAE MOFA
- Current India-side chain: State attestation (if needed) → HRD (if needed) → MEA Apostille → UAE Embassy in India → UAE MOFA
The apostille only replaces the older multi-step Indian foreign-ministry authentication. UAE Embassy attestation in India and UAE MOFA attestation in the UAE remain mandatory.

”+ Embassy + MOFA” below is shorthand for “UAE Embassy attestation in India + UAE MOFA attestation”. Both are required because the UAE is not a Hague member.
Employment Visa
- Degree certificate. MEA apostille + UAE Embassy in India + MOFA + MOJ translation + MOHESR equivalency (some professions)
- Transcripts. MEA apostille + UAE Embassy in India + MOFA + MOJ translation (regulated professions)
- Police clearance certificate: from Indian state police or Passport Seva + MEA apostille + UAE Embassy in India + MOFA + MOJ translation
- Professional certificates: Engineering Council, Medical Council, etc. as applicable
Family / Spouse Visa

State-Specific HRD Requirements
HRD (Human Resource Development) attestation is a state-level requirement for educational documents before MEA apostille. Not all states require it.

Common Mistakes (Indian Documents)
- Skipping HRD: Submitting to MEA without state-required HRD attestation. MEA will reject the application.
- Name mismatch: Indian certificates often use regional transliteration. “Subramaniam” vs “Subramanian”. Must match passport exactly.
- Wrong police clearance: Using a state police clearance when the employer/GDRFA needs a Passport Seva PCC. Different formats serve different purposes.
- Old-format certificates: Some older Indian certificates lack security features. These may need re-issuance before apostille.
- Unregistered marriages: Temple or religious ceremonies without legal registration cannot be apostilled. Register the marriage first.
- Expired PCC: Indian police clearance certificates are valid for 3-6 months. Plan the timing carefully with your visa application.

Do Indian documents need apostille or embassy attestation?

Can I get MEA apostille from the UAE?

Is my Indian degree automatically valid in UAE?
Not automatically. Indian degrees from recognized universities are generally accepted, but you need the full chain: MEA apostille, UAE Embassy attestation in India, UAE MOFA attestation, then MOJ-certified Arabic translation. The UAE is not a Hague member, so apostille alone is never sufficient. Some professions also require MOHESR equivalency — engineering, medical, and teaching professions have additional requirements.
What about Indian documents already attested the old way?
Documents attested through the old embassy chain (before India joined Hague) are still valid if the attestation was done correctly. You don't need to re-do the apostille process. However, new documents should follow the apostille route.
How long does the complete Indian document process take?
India-side (apostille + HRD if needed): 5-10 business days. UAE Embassy attestation in India: 3-7 business days. UAE MOFA attestation in the UAE: 1-2 business days. MOJ Arabic translation: same day (1 hour for standard documents). Total: about 2-3 weeks if you plan ahead.
Do Indian marriage certificates need a specific format?
Indian marriage certificates must be from a registered marriage under the Hindu Marriage Act, Special Marriage Act, Indian Christian Marriage Act, or relevant personal law. Court marriages and registered marriages are both accepted. Temple-only marriages without registration need to be registered first.
What if my Indian document has spelling variations?
Name spelling must match your passport exactly. Common issues: 'Mohammed' vs 'Muhammad,' state-specific transliterations, or different name orders. If your certificate spelling differs from your passport, you may need an affidavit or official correction before proceeding.
