MEA apostille alone is not enough — UAE Embassy + MOFA still required

Indian documents are among the most commonly attested for UAE use. Whether you are joining an employer in Dubai, sponsoring family, or pursuing higher education, your Indian certificates need a complete authentication chain before UAE authorities accept them.

India is a Hague Convention member (since July 2005). The MEA apostille simplifies the Indian authentication step, but since the UAE is not a Hague member, the apostille alone is not sufficient. UAE Embassy attestation and MOFA attestation remain mandatory.

Common Document Types

  • Degree Certificates — B.Tech, MBBS, MBA, and all university degrees require HRD before MEA
  • Marriage Certificates — State-registered marriages need Home Department attestation before MEA
  • Birth Certificates — Municipal corporation certificates go through Home Department then MEA
  • Police Clearance (PCC) — Passport office PCC goes directly to MEA without state-level step
  • Mark Sheets & Transcripts — Follow the same educational chain as degree certificates

All Indian States Covered

We coordinate attestation from every Indian state. Our agents handle state HRD in Delhi, Maharashtra, Kerala, Tamil Nadu, Karnataka, Telangana, Gujarat, Rajasthan, West Bengal, Uttar Pradesh, and all other states. Each state has different processing times and requirements — we navigate these on your behalf.

UAE Embassy Locations in India

India has multiple UAE diplomatic missions, making embassy attestation accessible across the country:

  • New Delhi — UAE Embassy (primary, handles all document types)
  • Mumbai — UAE Consulate General
  • Hyderabad — UAE Consulate General
  • Chennai — UAE Consulate
  • Kolkata — UAE Consulate
  • Trivandrum — UAE Consulate

Our agents submit to the nearest consulate based on your document’s origin state, reducing courier time and processing delays.

Why Documents Get Rejected

We regularly see Indian documents rejected at various stages of the chain. Common causes:

  • Wrong state HRD — Document submitted to HRD of a different state than the issuing institution
  • Expired PCC — Police clearance certificates have 6-month validity; attestation chain must complete within that window
  • Missing state step — Jumping directly to MEA without HRD or Home Department attestation
  • Name mismatches — Different name spellings across documents cause rejection at UAE Embassy
  • Outdated formats — Very old certificates may need reissuance before attestation is possible

Our pre-check review catches these issues before they cause delays. WhatsApp a photo of your document and we identify the correct route and any potential problems.

Translation After Attestation

Arabic translation should occur after the full attestation chain is complete. The certified translation reflects the original document plus all authentication marks — HRD stamp, MEA apostille sticker, UAE Embassy stamp, and MOFA attestation. This comprehensive translation gives UAE authorities confidence in the document chain.

India Attestation Process for UAE

01

State-Level Authentication

Educational documents go to the Home Department or HRD (Human Resource Department) of the issuing state. Personal documents may need SDM or notary attestation first.

02

MEA Apostille or Attestation

Ministry of External Affairs applies the apostille sticker (for Hague countries) or attestation stamp. For UAE-bound documents, MEA apostille is the starting point.

03

UAE Embassy Attestation

Since the UAE is not a Hague member, the apostilled document must be attested at the UAE Embassy in New Delhi or consulates in Mumbai, Hyderabad, Kolkata, Trivandrum, or Chennai.

04

MOFA Attestation in UAE

Final attestation by the UAE Ministry of Foreign Affairs. After MOFA, the document is accepted by MOHRE, GDRFA, courts, and universities in UAE.

05

Arabic Translation

MOJ-certified Arabic translation for government submissions. Translation is done after the full attestation chain so it reflects all authentication marks.

Documents by Type

Educational Documents
Degree certificates, mark sheets, transcripts, diplomas, and equivalency letters. These require HRD attestation from the issuing state before MEA. Documents from central universities follow Delhi HRD procedures. Professional certifications (engineering, medical, nursing) may need additional council verification before HRD.
Personal & Vital Records
Birth certificates, marriage certificates, divorce decrees, and death certificates. These go through the Home Department or SDM of the issuing state before MEA. Documents must be originals or certified copies from the issuing registrar. Older documents (pre-digitization) may need reissuance before attestation.
Police Clearance Certificates (PCC)
Indian PCC issued by the Passport Seva Kendra or Regional Passport Office. PCC follows a simplified route — it goes directly to MEA without state-level authentication since it is already a central government document. PCC has a 6-month validity from issue date, so timing the attestation chain is important.
Commercial Documents
Company incorporation certificates, board resolutions, power of attorney, and trade licenses. These require notarization, then Chamber of Commerce attestation (where applicable), then MEA. Commercial documents may also need the relevant ministry's endorsement depending on document type.

State-Specific Requirements

Delhi
Delhi HRD processes educational documents relatively quickly — typically 2-3 working days. The Home Department handles personal documents. Central university degrees (JNU, DU, Jamia) go through Delhi HRD.
Maharashtra (Mumbai, Pune)
Maharashtra has a well-established HRD attestation process. Educational documents from Mumbai University, Pune University, and other Maharashtra institutions require state HRD before MEA. Processing typically takes 3-5 working days.
Kerala
Kerala documents — both educational and personal — follow state-specific procedures through the Kerala HRD and Home Department. Processing times can be longer during peak seasons. Our agents in Trivandrum and Kochi handle submissions efficiently.
Tamil Nadu
Tamil Nadu HRD and Home Department handle attestation for documents issued in the state. Madras University, Anna University, and other TN institution documents go through Chennai-based HRD. Our Chennai consulate proximity makes UAE Embassy attestation convenient.
Karnataka & Telangana
Bangalore-based and Hyderabad-based institutions have their respective state HRD procedures. Both cities also have UAE Consulate access, which can simplify the embassy attestation step.

Frequently Asked Questions

Common questions about our translation services.

What is the attestation chain for Indian documents used in UAE?
Indian documents follow this chain for UAE use: (1) State-level authentication — HRD for educational documents, Home Department or SDM for personal documents. (2) MEA apostille or attestation from the Ministry of External Affairs. (3) UAE Embassy attestation in India (New Delhi, Mumbai, or other consulates). (4) MOFA attestation in UAE. (5) Arabic translation if required by the receiving authority. Each step must be completed in sequence — skipping a step results in rejection.
Is the MEA apostille enough for UAE use?
No. India is a Hague Convention member, so the MEA apostille is valid between Hague countries. However, the UAE is not a Hague member. Indian documents destined for UAE require the apostille as a first step, followed by UAE Embassy attestation and MOFA attestation. The apostille simplifies authentication at the Indian end but does not eliminate the UAE legalization chain.
Which Indian documents need HRD attestation before MEA?
Educational documents — degree certificates, mark sheets, transcripts, and diplomas — require HRD (Human Resource Department) attestation from the state where the institution is located before MEA processing. Personal documents like birth certificates, marriage certificates, and police clearance certificates go through the Home Department or SDM (Sub-Divisional Magistrate) instead of HRD. The specific state-level requirement varies, and we confirm the exact route for your document.
Do you cover all Indian states for attestation?
Yes. We coordinate attestation from all Indian states and union territories. Each state has its own HRD and Home Department procedures. Whether your documents are from Delhi, Maharashtra, Kerala, Tamil Nadu, Karnataka, Telangana, Gujarat, Rajasthan, or any other state, our agents handle the state-level authentication and MEA submission. Processing times vary by state — some states process HRD attestation in 2-3 days, while others may take up to two weeks.
How long does Indian attestation take for UAE?
The full chain typically takes 7-15 working days depending on the state. State HRD or Home Department takes 2-7 days. MEA apostille takes 2-5 days through authorized agencies. UAE Embassy processing takes 3-7 days. MOFA in UAE takes 1-3 days. We provide realistic timelines based on the current processing speed at each stage and your specific state.
Can I get my Indian degree attested for MOHRE without traveling to India?
Yes. You do not need to travel to India. Our agents in India handle the entire process — collecting your documents, submitting to HRD, MEA, and UAE Embassy, then shipping the attested documents to UAE for MOFA completion. You can courier your original documents to our India office or, in many cases, send authorized representatives. We coordinate everything remotely while you remain in UAE.
What is the difference between MEA apostille and MEA attestation?
MEA apostille is a Hague Convention certificate — a sticker applied to documents destined for Hague member countries. MEA attestation is a stamp for documents going to non-Hague countries. Since the UAE is not a Hague member, technically MEA attestation applies. However, in practice, the MEA now primarily issues apostilles for all international use, and UAE Embassies accept both. We ensure the correct MEA processing for your destination.
My Indian marriage certificate needs attestation for UAE visa — what is the process?
Indian marriage certificates follow this route: (1) Notarization or SDM attestation in the state where the marriage was registered. (2) State Home Department attestation. (3) MEA apostille or attestation. (4) UAE Embassy attestation in India. (5) MOFA attestation in UAE. (6) MOJ-certified Arabic translation. Marriage certificates registered under the Special Marriage Act, Hindu Marriage Act, or any state registration authority all follow the same chain. WhatsApp a photo of your certificate and we confirm the exact requirements.
