The Centre for Amicable Settlement of Disputes is the conciliation stage of Dubai Courts. Under Dubai Law No. 18 of 2021 Regulating Conciliation, a claim that falls within the centre's jurisdiction cannot be registered with the courts until it has first been brought before the CASD. Resolution No. 4 of 2025 sets that jurisdiction, which includes lower-value claims, requests to appoint an expert before a case is filed, and requests to ratify a settlement the parties have already reached.
Many CASD files are prepared by property owners and tenants without a lawyer, often in English: a summary of what went wrong, what the other party failed to do, the losses claimed and the documents that prove them. Renovation and fit-out disputes, unpaid works, defective workmanship and water damage between units are common examples.
Because the courts and the conciliator work in Arabic, the summary and the evidence are translated into Arabic. If the session ends in a settlement, the law requires the agreement to be entered in Arabic; any bilingual version is prepared as a dual text and signed or stamped by a licensed legal translator.
